Job Description

Under supervision of Health Coordinator and MHPSS Technical Advisor, the MHPSS Manager will undertake following responsibilities:

- Oversee implementation of MHPSS programs and reporting in accordance with IRC and donor regulations. - Provide technical guidance and project implementation guidance for MHPSS programs. - Capacity building and on the job coaching of the MHPSS team members. - Provision of MHPSS technical support to mental health team, community health teams as well as IRC partner organizations. - Provide training on the identification and management of priority mental health conditions to MHPSS staff in line with WHO/UNHCER mhGAP Intervention Guidelines (IG) 2.0. - Ensure that all MHPSS interventions are in compliance with the IRC’s program strategy, national policies, and the IASC Minimum Standards. - Monitor the quality of services delivered and oversee the coordination with PHCC staff in the designated locations. - Develop Standard Operating Procedures (SOP) and protocols for mental health and psychosocial support providers for consistent use across IRC programs (supervision mechanisms, care pathways, etc.). - Assist in developing and implementing data collection, M&E and quality control measures (e.g. on the job supervision checklists, client satisfaction measures mhGAP training reports) for mental health services, identify and raise technical challenges that will face in the delivery of MHPSS services and propose tools and mechanisms to overcome them in a timely manner. - Conduct/participate in mental health and psychosocial needs assessment among the affected populations. This will include assessments consistent with IASC guidelines and MHPSS WHO assessment toolkit, at different stages of program planning and implementation. - Assess partner’s learning using a series of mentorship tools and support the GBV case managers to assess partner’s field-based teams if context allows. - Support the timely information sharing regarding challenges and needs at the field level. - Support the Sr. Health Coordinator and the MHPSS Technical Advisor in program reporting, supervision of donor files and monitoring of activities. - Participate Peer Support sessions for the MHPSS field staff in coordination with the MHPSS Officers in the team. - Facilitate clients’ access to mental health services. - Participate in program meetings for strategic planning and evaluation. - Ensure implementation of the activities that are in line with mission values and SOPs, relevant national/international standards, codes of conduct, and humanitarian principles. - Conduct regular and specific monthly supervision meetings with MHPSS Team Management, using supervision tools and raise monthly supervision report to Sr. Health Coordinator. - Analyze technical gaps and program impact at the targeted community level, in coordination with Sr. Health Coordinator and MHPSS Technical Advisor.

Direct following up with Mental Health team:

- Offer leadership support for successful adherence by staff to IRC’s Global HR Operating Policies and Procedures. - Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage. - Provide constructive feedback and counsel on appropriate career paths and professional development. - Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance. - Identify external training and capacity-building opportunities. - Ensure all new staff have 90-day action plans and orientations. - Ensure all team members are oriented to the project outcomes and activities, and clearly know their roles and responsibilities. - Provide support for implementation of mhGAP programs utilizing WHO’s supervision and operational guidelines. - Provide direct training, supportive supervision and monitoring and evaluation assistance to the MHPSS interventions, working inside the IRC supported health facilities. - Participate in writing MHPSS proposals that includes any MHPSS activities, in coordination with Sr. Health & Nutrition Advisor and MHPSS Technical Advisor.

Administration

- Ensure team members have individual monthly work plans prepared in advance of that month and update as necessary. - Ensure that all regular standing meetings and sessions (weekly and monthly) keep to the same agreed time each week/month. - Coordinate with program coordinators on MHPSS activity plans. - Participation in monthly grant review meetings; and regular monitoring of internal program purchase request tools. - Liaise with relevant program staff to organize the logistics for meetings, sessions, and trainings Coordination, Monitoring and Learning. - Submit regular feedback report to Sr. Health Coordinator and MHPSS Technical Advisor and follow up on the MHPSS indicators. - Review progress in achieving program objectives and targets in collaboration with the health managers. - Participant monthly procurement plans. - In collaboration with Sr. Health Program Coordinator, review Budget vs. Actual expenditure on a monthly basis ensuring no over or underspending. - Ensure strong coordination with other programs and NGOs for effective implementation of the internal and external referral pathway. - Contribute to high quality and timely donor reports in collaboration with MHPSS colleagues and other relevant IRC departments. - Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required.

Research, Learning and Analysis:

Work with closely with HIS Coordinator to conduct regular analysis of MHPSS data collected from field teams in order to note trends and inform programming accordingly, as well as sharing information via reports as needed.

Coordination & Representation:

- Support the timely information sharing regarding challenges and needs at the field level. - Represent IRC in internal and external forums as needed, Gender Based Violence Sub Cluster; MHPSS Sub-Working Group. - Represent the organization and the MHPSS program in coordination meetings and events related to the content and capacity building, with INGO, NGOs, government agencies and other relevant stakeholders. - Act as key technical focal point for relevant MHPSS partnerships, especially the ones involving co-design of MHPSS content and materials. - In close collaboration with the Protection and Sr. Health Coordinators, identify, establish, and maintain strategic partnership and coordination with other service providers related to MHPSS services to ensure sharing of learning.
