Duties and Responsibilities: Under the overall authority of the Director of UNESCO Jakarta Office and in close cooperation with the Programme Specialists and staff of the Office, the incumbent shall: 1.1. Coordinate and assist the implementation of the Malaysia-UNESCO Cooperation Programme (MUCP) which has been established by the Government of Malaysia and UNESCO as a model of south-south cooperation. With its special focus on LDC’s and SIDS in Africa as well as Asia and the Pacific, the MUCP offers pointers for the future, and is firmly rooted in areas where UNESCO has leadership and confirmed added value. The consultant will be responsible for: 1\) liaising with different units of UNESCO Jakarta and Bangkok Offices, UNESCO headquarters and field offices, and category-1 institutes to ensure the development and smooth implementation of individual projects and of inter-sectoral activities related to MUCP activities; 2\) maintaining close contact with Permanent Delegation of Government of Malaysia to UNESCO and UNESCO National Commission Malaysia, and provide reports and information to them in a timely manner at their request; Long Description ---------------- 3\) liaising, as necessary, with other partners such as government counterparts and project partners, and National Commissions for UNESCO, partners in Malaysia and other countries participating in MUCP; 4\) providing administrative and financial assistance and advice, including assistance in the provision of oversight of all administrative and financial matters with regard to Permanent Delegation of Government of Malaysia to UNESCO MUCP-funded projects in line with UNESCO’s administrative rules and regulations; 5\) working with the Director’s Office in the planning, development, implementation and monitoring of MUCP projects including writing of the background papers and providing technical support and advice as necessary; 6\) monitoring the implementation rate and communicating with the project officers, also facilitating timely discussions with the donor to get approval, if necessary, on possible re-programming of project activities and budgets; and 7\) Promoting the visibility of MUCP, through regular contributions to the UNESCO websites, office brochures, annual reports and other promotional materials. Long Description ---------------- 1.2. Deliverables for this task: Monthly progress report: 1\) the achievements, implementation/progress and pending activities for the effective implementation of the MUCP; 2\) overview of MUCP projects, their implementation status, budget and time lines; 3\) list of newly developed project proposals and their status; work done on partnerships and regional coverage of the programme 4\) communication materials (brochures, annual reports, etc.) on the MUCP projects including an update for the UNESCO websites. 2.1. Following up to the MUCP Annual Review Meetings. The consultant will be responsible for coordinating the development of meeting reports, note keeping and following up on recommendations and action points. 2.2. Deliverables for this task: 1\) draft report of the MUCPAnnual Review Meeting (which includes meeting minutes, list of participants, list of resolutions, and follow-up points) to be completed within seven working days after the meeting; 2\) a final report of the MUCP Annual Review Meeting (which includes all meeting documents, and revised after input from all steering committee members) by one month after the meeting at the latest; 3\) draft minutes for all meetings to be prepared and circulated within five working days after the meeting at the latest. II. Reporting and deliverables: Monthly report and a final report to be submitted by end of contract. Minutes, other meeting documents, and communication materials to be submitted at the end of the contract period. III. Qualifications: Education: A tertiary degree in a UNESCO’s field of competence from a recognized and reputable university Work Experience: At least 3 years of successful relevant professional experience as well as professional record in programme coordination, preferably in governmental, intergovernmental, or non-governmental agencies. Significant experience such as coordination of the Funds in trust management with donor countries such as Malaysia and Japan is an advantage; Languages: Excellent oral and written skill in English, in particular the ability to draft documents and express views in a clear and concise manner. Other Skills: Strong communication and interpersonal skills, information technology, networking and negotiating skills.
