OBJECTIVES OF THE PROGRAMME

To ensure that effective WHO country presence is established to implement WHO country cooperation strategies that are aligned with Member State's health priorities, sustainable development agendas and harmonized with the United Nations country teams and partners to improve health outcomes and progress towards achieving Universal Health Coverage.

DESCRIPTION OF DUTIES

The incumbent will perform the following duties:1. Oversee the smooth country implementation of WHO global and regional action plans and frameworks on mental health and psychosocial disabilities. Ensure that the implementation is in line with WHO policy and technical guidelines.2. Provide technical advice to the Ministry of Health and other health partners and facilitate smooth project information flow on activities between MoH and other involved partners.3. Make recommendations for action on additional requests by the national authorities, assess feasibility and identify implementation needs and solutions.4. Assess standards, quality of care and needs of services for people with mental health and psychosocial disabilities to inform policy and decision makers on the strengths and weaknesses of existing mental health and social care systems.5. Facilitate expansion of community-based mental health care services and integration of mental health component in the primary health care level as alternatives to institutionalized care.6. Coordinate WHO Mental Health Gap Action Programme (mhGAP) and MHPSS Working Group. Visit the project implementation sites in different Governorates to monitor and document mhGAP and MHPSS projects' implementation.7. Collaborate with local authorities, institutions and other partners for the development of services for people with psychosocial disabilities.8. Complete regional and global mental health and substance use surveys and country assessments (e.g., Mental Health Atlas) in coordination with relevant stakeholders as needed.9. Contribute to the development of emergencies/resilience policies and action plans for the health of the host and refugees' populations.10. Participate in updating and adapting relevant national guidelines, materials and tools related to mental health.11. Proactively participate in resource mobilization activities by developing project proposals reflecting health priorities in the country, participate in emergency appeal, ensure the needed follow up in terms of funds raising, effort, timely implementation, monitoring, evaluation and donor reporting.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in medicine, nursing, psychology or mental health related field. Desirable: Master's degree in psychiatry, psychology, psychiatric nursing/social work, public/community health, management, human rights, or another relevant field.

Experience

Essential: 5 years' experience in the areas of mental health and psychosocial support, and psychosocial rehabilitation. Desirable: • Experience in project management and in particular on WHO Mental Health Gap Action Programme (mhGAP)• Good knowledge of WHO mental health technical packages and relevant regional and global frameworks, action plans and guidance.• Experience in WHO, other UN agencies, relevant nongovernmental, health cluster partners or recognized humanitarian organizations.

• Excellent communication and presentation skills;• Demonstrated ability to provide technical advice to all relevant stakeholders;• Demonstrated competence and skills to assess and analyse data to support national programmes and policies; projects and activities, including budget programming and control;• Demonstrated skills in planning and donor and technical reports writing;• Excellent interpersonal skills and ability to work under pressure; complemented by demonstrated ability to identify and manage difficult situations.• Ability to work and collaborate as a team member and to produce results in a challenging and changing environment.• Tact, discretion and ability to promote consensus Education• Knowledge of WHO and UN programmes

REMUNERATION

Remuneration comprises an annual base salary starting at JOD 47,203 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
