With over 850 indigenous languages and one of the most ethnically diverse populations, widespread poverty, and gender inequality make it hard for many children to realize their rights. In Papua New Guinea, UNICEF’s works effectively both ‘upstream’ (with governments) and ‘downstream’ (at the grassroots level) to carry out its mission through a programme of cooperation jointly developed with the government guides our work in the country.

How can you make a difference?

WHO and UNICEF in Papua New Guinea (PNG) were awarded funds for a Joint Programme (JP) on Mental Health and Psychosocial Wellbeing and Development of Children and Adolescents in PNG through the fundraising efforts of WHO Head Quarters and UNICEF Head Quarters. This comes in the wake of PNG having finalized a MHPSS Assessment commission by UNICEF with a significant contribution of WHO and the relevant ministries/ government departments responsible for education, health and child protection namely the National Department of Education (NDOE); National Department of Health (NDOH) and National Office of Child and Family Services (NOCFS). The Consultant will be responsible for leading on and coordinating the development and initial implementation of a country-level plan for the Joint Programme in Papua New Guinea (PNG).

  • Educational qualifications required: An advanced university degree in one of the following fields is required: psychology, health, social sciences, education, sociology, international development, or another relevant technical field. Experience required:
  • A minimum of five (5) years of professional experience in the following areas is required in mental health, across one or more sectors including public health, child protection, education or other related areas/sectors.
  • Experience working with government institutions and international or non-governmental organizations is required.
  • Experience working on mental health and psychosocial support projects is required,
  • Relevant experience in psychology, child protection, health, education, or related areas in/with a UN system agency or organization is an asset. Skills / Technical skills and knowledge:
  • Experience in developing evidence-based MHPSS training materials and in capacity development processes and training of local communities, and protection stakeholders on mental health and psychosocial wellbeing and development programming.
  • Sound knowledge of IASC MHPSS guidelines, WHO and UNICEF MHPSS frameworks is desirable
  • Ability to analyses information, evaluate options, and think and plan strategically
  • Can work independently while coordinating closely with different sectors.
  • Knowledge of MHPSS in PNG would be an added advantage
  • Excellent knowledge of spoken and written English is essential, working knowledge of other UN languages is an asset

This position is a short-term assignment and doesn’t give rise to a long-term permanent post with the organization.

Applicants are required to include in their applications a financial proposal which includes a lumpsum amount for consultancy fees, local transportation and other miscellaneous costs. Breakdown or details of the fee will be much appreciated.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
