BACKGROUND

When Heifer Africa developed its Africa strategy in 2020, it emphasized, the need for engagement in the Sahel, in line with its mission to fight hunger and poverty and care for the earth. Indeed, the Sahel is one of the world's most poverty-stricken regions. It is also plagued by many environmental, developmental and security challenges.

In 2021, Heifer Africa defined a strategy for the Sahel, which now needs to be implemented through partnerships with strategic partners such as governments and the Mastercard Foundation with a regional value chains development approach that builds on economic and social resilience.

In the second quarter of FY’24, Mastercard Foundation approved the co-designed Sahel region Dairy project. Côte d’Ivoire is one of the Sahel countries targeted for execution of this 5 years regional livestock development project. It is also known Heifer Africa does not have presence in Côte d’Ivoire.

The MELITEJI/WASU project, co-created with the MasterCard Foundation and the private company "La Laiterie du Berger", is Heifer Africa's first step towards deepening its action in Senegal and extending it to other regional countries, including Mali, Niger, and the Republic of Côte d’Ivoire. Côte d'Ivoire is the first country to be involved, as we have agreed with partner, Mastercard Foundation to work in the countries of the UEMOA (West African Economic and Monetary Union). To this end, we have agreed to reflect on an appropriate mode of entry strategy into the Republic of Côte d’Ivoire to start with hiring a consultant that will provide a quick start. The consultant must be a qualified and experienced one that will be placed for definite period as appropriate.

Objective

The objective of this consultancy is to provide a quick start and ensure proper set up of the Project.

Deliverables

The deliverables of the consultant will include gathering critical information required, identifying, developing relations, and engage the various relevant actors who will directly or indirectly contribute to setting up of the project and beyond.

To do this, the consultant will need to define a detailed timetable in relation to the P&P.

Activities

1. Deepen the relationships initiated by the P&P Lead with various stakeholders.

  • Contribute to the identification of the various stakeholders in the dairy sector for an analysis of the structuring of the sector (producers, processors, distributors).
  • Contact with the government and local authorities of the various dairy basins identified.
  • Contacting actors from international agencies such as GIZ, UN Women.
  • Work on the establishment of MoUs with relevant actors.

2. Continue Documentation

  • Secondary data collection from government institutions at the central and local levels to inform Heifer on policies related to the empowerment of women and youth, agriculture and the dairy sector.

3. Participate in the selection and orientation of Livestock Coaches/Community Facilitators

  • In conjunction with the regional office and relevant stakeholders, proceed with the recruitment of frontline staff.
  • Prepare and participate in the orientation and training of frontline staff.

4. Contribute/oversee the selection process of project participants

  • Organize meetings and ensure good information on the project at the regional level and in the municipalities of intervention.
  • Prepare and participate in the selection processes of dairy entrepreneurs and producer families according to Heifer's methodology and procedures.

5. Ensure the preparation and implementation of the various trainings

  • Prepare the various training sessions on social capital in the intervention areas.
  • Develop terms of reference, participate in the selection of trainers specialized in livestock and the dairy sector (improvement of farming practices, animal health, feeding, habitat, insemination)

6. Ensure proper preparation and implementation of baseline studies and monitoring system

  • In collaboration with the regional office, prepare and supervise the implementation of the Living Income benchmark and baseline study.
  • Participate in the implementation of the monitoring and evaluation system.

Payment

$ 5 000 - $7 000 Monthly inclusive of all taxes.
