OBJECTIVES OF THE PROGRAMME

The overall objective of Tuberculosis (TB) prevention and control is to reduce the emergence of

new TB infections, TB transmission, morbidity and mortality until it no longer poses a threat to

public health. To achieve these objectives, the WHO TB Programme promotes the END TB

strategy with a goal of ending the global Tuberculosis Epidemic by 2035. The WHO Africa Region

supports Member States in developing effective TB programming, implementing strategies and

capacity building towards the delivery of the health sector response to TB and achieving the Global

TB goal, in line with the Framework for implementing the Global TB Strategy in the African Region.

DESCRIPTION OF DUTIES

Under the overall coordination of the WHO Representative and direct supervision of the UHC – CND Cluster Lead, the incumbent will contribute to expand the implementation of the End TB strategy and strengthen disease control by applying effective strategies and policies, including those related to addressing co-infection and multi-drug resistance; increasing the involvement of communities, health-care providers, non-governmental organizations and corporate partners, through increased country support and effective partnerships; to strengthen surveillance, monitoring and evaluation

1. Provide strategic and technical support for the development of national policies, guidelines and plans for TB prevention and care; developing and updating policies and strategies on specific technical areas such as TB surveillance, intensified case finding, TB drug management, laboratory strengthening, TB/HIV collaborative activities, programmatic management of drug-resistant TB, as well as TB among children, and other vulnerable populations, and, management of co-morbidities

2. Provide strategic and technical support on assessing the epidemiological and programmatic situation, designing and implementing interventions, and mobilizing resources for effective implementation of the priority activities, in particular from the Global Fund for AIDS, Tuberculosis and Malaria

3. Provide technical support to monitor and facilitate the implementation of the tuberculosis programme, by conducting programme reviews and technical missions, facilitating capacity building activities, collecting and analysing programmatic and surveillance data, designing and supporting programmatic operational research, as well as preparing documents for various purposes including policy recommendations, technical communications, advocacy materials, donor proposals and reports;

4. Provide technical support for the development and implementation of a strategy for human resource capacity building on TB control for front line workers

5. Strengthen collaboration with international technical and funding partners including technical institutions, financial institutions and bilateral donors as well as for facilitating the timely mobilization of experts, when needed

6. Actively promote harmonization and integration of tuberculosis programmes with overall health systems strengthening strategies and interventions especially in the areas of disease surveillance, integrated people-cantered care delivery, legislation and regulations including drug regulatory policies, social protection and health care financing to strengthen and sustain tuberculosis control

7. Liaise with the MCAT – Ghana, WHO Regional Office for Africa, and Headquarters in providing technical support to the TB Programme

REQUIRED QUALIFICATIONS

Education (Qualifications):

Essential:

• Medical Degree from a recognized university with postgraduate degree or equivalent in public health/epidemiology or related field

• At least Diploma level training on TB epidemiology and control

Desirable:

• Training in Tuberculosis prevention and control

• Proficiency in at least one statistical/epidemiological analysis package such as Epi Info or Stata.

Experience:

Essential:

• At least 7 years of experience in Tuberculosis, drug resistant Tuberculosis, TB/HIV control at subnational, national and international level in developing countries

• Practical experience in programme review and strategic plan development

Desirable:

• At least 5 years international experience working with UN and/or international NGOs, bilateral or multilateral agencies

Skills

• Extensive knowledge and experience in Tuberculosis prevention and control programming and implementation.

• Ability to develop and facilitate the development of TB guidelines and effectively monitor progress in use of guidelines.

• Proven experience in TB programme management at country level

• Knowledge of health systems management and strategic planning at national level

• Above average knowledge and demonstrated skills to monitor and evaluate public health programmes implementation, and outcomes and impacts measurement

• Experience with Global Fund proposal development, grant writing and implementation processes. Excellent communication and presentation skills. Ability to write and communicate clearly

• Excellent interpersonal skills with ability to cooperate and negotiate with technical and funding agencies, and to establish and maintain effective working relationships with stakeholders at all levels

• Demonstrated experience in inter-sectoral collaboration and ability to work with other agencies and development partners

REMUNERATION

Remuneration comprises an annual base salary starting at 77,326USD (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3157.47 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
