OBJECTIVES OF THE PROGRAMME

To achieve in a manner that is both timely and high-impact, the control of communicable diseases throughout the region, through the delivery of programs and technical support that target the reduction of the morbidity and mortality of such diseases. The programme will respond to the needs of the region through ground level surveillance, monitoring and evaluation; consistent efforts to provide access to the highest levels of prevention, treatment and care; and a comprehensive approach to advocacy, communication and involvement that results in the committed partnership of all stakeholders.

Stop TB and Leprosy Elimination (STB)

To expand the implementation of the Stop TB strategy and strengthen disease control by: applying effective strategies and policies, including those related to co-infection and multi-drug resistance; increasing the involvement of communities, health-care providers, nongovernmental organizations and corporate partners, through increased country support and strong partnerships; and to strengthen surveillance, monitoring and evaluation.

DESCRIPTION OF DUTIES

In collaboration with the National Department of Health:

  1. Coordinate and support the National Department of Health (NDOH) in needs assessments, planning, implementing, monitoring and evaluating the programmatic management of multi-drug resistant TB (PMDT) under National Tuberculosis Programme (NTP), taking into consideration WHO policy, WHO strategy frameworks and Papua New Guinea National Strategic Plan for TB control;
  2. Based on the assessment of Papua New Guinea's needs, identify source of funding and prepare the budget proposals, routine and special reports and documents;
  3. Provide technical and operational support for accurate forecasting and procurement of second-line drugs and the establishment of an efficient system for in-country drug management in coordination with the Global Drug Facility and other relevant partners;
  4. Identify training and technical assistance needs; assist in developing the necessary guidelines and resource materials for programmatic management of multi-drug resistant TB (PMDT); and support the national training workshops for the management of multi-drug resistant TB;
  5. Provide technical support for the development of Recording and Reporting system for DR-TB management including electronic case based notification system;
  6. Coordinate and participate in regular monitoring and evaluation and programme review of the programmatic management of multi-drug resistant TB, with a focus on high MDR-TB burden provinces and follow up respective recommendations at national and provincial levels;
  7. Coordinate the preparation and finalisation of the subnational Drug Resistance Survey (DRS) report;
  8. Support the implementation of objectives of the National MDR/XDR TB emergency response task force and provide secretariat support;
  9. Promote the development and implementation of relevant operational research on PMDT interventions in order to achieve wider uptake and sustainability of interventions;
  10. Liaise and coordinate with national government and international agencies involved in Programmatic Management of Drug Resistant TB; and
  11. Provide advice to the WHO Representative on priorities and carry out any other duties as may be assigned.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in Medicine from a recognized university with postgraduate degree in public health or epidemiology. Desirable: Training in programmatic management of drug resistant TB.

Experience

Essential: A minimum of 10 years of national and international experience in tuberculosis control programme including a minimum of 7 years of experience in programmatic management of multi drug-resistant TB . Experience in project/programme planning, implementation, monitoring and evaluation. Desirable: Working experience in developing countries.

Skills

Sound knowledge in planning, implementation and evaluation of programmatic management of multi drug-resistant tubercolosis, Skills in project/programme management and proposal writing.

Use of Language Skills

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5357 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
