OBJECTIVES OF THE PROGRAMME

To support Member States in promoting health as well as preventing morbidity, premature death and disability by addressing behavioral, environmental, social, cultural and health systems-related determinants of health.

The programme will guide development of responses and interventions at the population level cognizant of specific health and developmental needs at different stages throughout the life course. Programme components include surveillance, strategic and innovative communication, advocacy for policy, development and enforcement of legislation and regulations, engagement with multisectoral stakeholders, special interventions for marginalized and displaced populations due to extreme climactic conditions, support for whole-of-government approaches and empowerment of communities and families to create health as a resource for living in the settings where people live, work, learn and play.

DESCRIPTION OF DUTIES

1. Provides technical support to the Ministry of Health in planning, delivery, and strengthening of surveillance, detection and clinical management of cases of common non-communicable diseases.

2. Provide technical support for Health Promotion to promote a healthy lifestyle in line with the healthy islands vision, to increase government awareness of the NCD problem, and to promote multi-sectoral engagement for NCD control in line with the WHO cost-effective NCD intervention,

3. Provide technical input and support to government programmes in the planning and developing of advocacy products related to NCD management and to risk factor reduction.

4. Organize and provide technical inputs in training design for the training of health workers and other stakeholders on diagnosis and management of NCDs, promotion of healthy lifestyles.

5. Assist with logistical support, resource mobilization, supply management, and administrative aspects of the NCD programmes.

6. Provide technical support and facilitates cross-programme integration for shared resources, synergy and accountability towards maximizing greater results.

7. Act as focal point for other DNH programs such as violence and injury prevention, cancer, mental health, nutrition, disability and rehabilitation.

REQUIRED QUALIFICATIONS

Education

Essential: Degree in Medicine from a recognized university. Desirable: Postgraduate degree in Public Health or health related field from a recognized university.

Experience

Essential: Minimum of 5 years relevant work experience in the public health aspects of NCD prevention and control. Desirable: Work experience in International organization and/or with Country Ministry of Health. Work experience in developing countries, with experience in NCD management in low resource settings/islands. Experience in health promotion.

  • Knowledge of and experience working in the health sector in the area of NCD prevention and control and health promotion.

  • Skills in communicating complex technical concepts for knowledge sharing.
  • Ability to transfer knowledge and skills and engage participatory approach for joint programme planning.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2501 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
