OBJECTIVES OF THE PROGRAMME

NCDs include cardiovascular diseases, cancer, chronic respiratory diseases, diabetes, oral health, hearing and visual impairment, hematologic diseases and genetic disorders, disability, mental health, and violence and injuries, and other chronic diseases and conditions. NCDs are currently responsible for majority of all deaths in low- and middle-income countries, and WHO projects that the burden of diseases from NCDs will increase rapidly in the near future. NCDs impose a significant economic burden, not just on patients but on households, communities, employers, health systems, and governments. The direct morbidity and mortality burden of NCDs on patients and their families is reflected in diminished productivity and lower returns to investments in human capital. When aggregated across the economy, these household costs have an important negative impact on the size and productivity of the labour force and on national income.

DESCRIPTION OF DUTIES

The Medical Officer should support the WHO Representative for Sri Lanka in programme management, training, and communication for NCDs (including cardiovascular diseases, cancer, diabetes, chronic respiratory diseases, oral health, visual and hearing impairment, hematologic diseases, genetic disorders, disabilities, mental health, and violence and injuries and other chronic diseases and conditions of concern). In addition, the incumbent will perform the following duties and functions:

1. Provide the necessary technical assistance in the improvement of national NCD policies and strategies, planning, implementation, monitoring and evaluation, training, epidemiological surveys and research;

2. Provide close supervision and periodic review of the NCD priority programme within CCS and provide the necessary technical support, recommendations and steps for effective and efficient implementation of NCD activities;

3. Provide technical assistance in the development of appropriate and sustainable interventions to help achieve the national goals and targets for prevention and control of NCDs through primary health care, including strengthening the health care system to address NCDs for longer-term recovery from the dual crises of the COVID-19 and the economy;

4. Coordinate, engage and advocate for change in sectors and stakeholders beyond health (e.g., education, transportation, environment, industry); coordinate activities with overlapping focus areas (e.g.,Tobacco-Free Initiative, alcohol, nutrition, health promotion, disability, injury prevention); and integrate intervention strategies to achieve a number of health outcomes (e.g., childhood obesity and oral health, through interventions in schools);

5. Provide technical assistance in capturing NCD data as needed for national and global indicators and targets;

6. Assist MOH in developing strategies and activities to tackle the NCD burden in high-risk populations;

7. Provide technical support on tackling wider social determinants of health as they become applicable to the NCDs;

8. Lead and coordinate the work of NCDs in the country office with timely implementation and reporting of the workplans; and

9. Undertake other duties, as required.

REQUIRED QUALIFICATIONS

Education

Essential: Medical degree from a recognized university and post-graduate degree in public health/epidemiology/health systems management or other health related fields. Desirable: Training in programme development and management of NCDs.

Experience

Essential: At least 10 years of relevant experience in public health, including considerable experience obtained in an international context. Desirable:

- At least five years' experience in integrated NCD prevention and control.

- Familiarity with UN system in general and WHO in particular.

- Proven track record on managing NDE aspects of NCDs.

Skills

  • Good knowledge and experience in NCDs with understanding of the wider NDE issues and their impact on NCD control.
  • Skills in programme planning/development, training, implementation, monitoring/evaluation of interventions, and in development of locally adapted tools and instruments.
  • Familiarity with functioning of government and its institutions, particularly in developing countries.
  • Good communication skills with proven aptitude for effective verbal and written communication.
  • Ability to interact with health professionals at various levels.
  • Ability to think strategically and work under tight deadlines on a result oriented basis;
  • Ability to develop innovative approaches and solutions.
  • Ability to motivate and manage colleagues to engage in broader aspects of work as part of a team, beyond individual areas of work.
  • Ability to demonstrate effective interpersonal skills by working harmoniously as a member of a team, adapting to diverse educational, socio-political and cultural backgrounds and maintaining a high standard of personal conduct.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2463 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
