OBJECTIVES OF THE PROGRAMME

All the Member States of Waorld Health Organization (WHO) South East Asia Region share the common value of the highest attainable standard of health as a fundamental human right. All of WHO actions are based on this and rooted in the underlying values of equity, solidarity and participation. Thirteenth General Programme of Work, 2019-2023 (GPW 13) outlines a clear vision to achieve three strategic priorities through the triple billion targets, i.e. achieving universal health coverage - 1billion more people benefiting from universal health coverage; addressing health emergencies - 1 billion more people better protected from health emergencies; promoting healthier populations - 1 billion more people enjoying better health and well-being. The triple billion targets provide a framework for WHO's action to address the health-related targets of the Sustainable Development Goals (SDG). One outcome of the third pillar of GPW 13(Outcome 3.2) addresses the risk factors for noncommunicable diseases, such as tobacco, salt, obesity, physical activity, and trans-fatty acids, as well as other important risk factors to health. Under the above overall context of WHO collaborative programmes, the objective of the post is to provide the leadership and the over-all technical guidance to relevant focal points in WCO in prevention and control of noncommunicable diseases and their risk factors and collaborate with the ministry of health and other relevant national authorities in facilitating the implementation of national multisectoral response for NCDs on the basis of primary care approaches. The NCD related work areas comprise of cardio-vascular diseases, diabetes, chronic obstructive pulmonary diseases, cancer, palliative care, and also include the work area of mental health and other disorders.

DESCRIPTION OF DUTIES

Under the general guidance of Director, Healthier Populations and Noncommunicable Diseases (HPN) and the direct supervision of WHO Representative (WR), the incumbent is to:1.Provide technical leadership and managerial support to the WHO Country office team working on NCDs and comorbidities, facilitate the development and the implementation of the relevant work plans under the WHO-Myanmar collaborative programme while promoting the integration of health programmes with health systems approaches and ensure the monitoring and evaluation of related activities;2.Promote the generation of evidence on non-communicable diseases and their risk factors, as well as comorbidities and contribute to informed policy decisions by government and provide cutting edge policy advice including for intersectoral actions. Help improve the information system on non-communicable diseases and the monitoring of progress towards UHC and facilitate its integration into the national health information system;3.Coordinate and support the Ministry of Health in planning and implementing evidence-based and people-centered integrated NCD services with priority to integration into the primary health care;4.Provide technical assistance and support for the development and adaptation to the country context of the relevant WHO's normative materials (including the production and/or adaptation of reports, guidelines, SOPs);5.Liaise and coordinate with concerned technical units/ departments of Ministry of Health, WHO/SEARO and WHO/HQ and with donors and development partners (UN and bilateral) to harmonise recommendations on policies and strategies related to NCDs and comorbidities area and advocate for intersectoral actions;6.Contribute to the management of WCO's knowledge and advise on matters regarding NCDs (such as cardiovascular disease, cancers, chronic lung diseases, diabetes injuries and disabilities, etc and mental disorders) and comorbidities;7.Advise in strengthening and integrating, innovative private sector engagement models, research and innovations in the prevention, diagnosis, treatment and care of NCDs;8.Ensure technical quality and relevance of contractual engagements with partners and institutions, make recommendations to the WHO Representative regarding WHO's support;9.Collaborate with the Ministry of Health and undertake gap analyses and support capacity building efforts in these deficient areas to ensure that priorities are fulfilled;10.Contribute to the external relationships, representation, communication and advocacy work of the WCO aimed at improving health system transparency and accountability to respond to NCDs; and11. Undertake other duties as required by the WHO Representative

REQUIRED QUALIFICATIONS

Education

Essential: Medical degree and Master's in Medicine or Public Health from a recognized medical school/university.

Desirable: Advanced degree in public health, and training in preferably in one or more subjects of non-communicable diseases, NCD surveillance, with responsibilities on planning, management and research.

Experience

Essential: At least seven (7) years of professional experience with progressive responsibility in public health and non-communicable diseases and policy analyses and advice as well in technical assistance to countries, including capacity building, evidence generation and evaluation; considerable experience obtained in an international context.

Desirable: Experience in mental health, dietary nutrition, injury prevention and disability; experience in management, health system research and evaluation in health, especially in low- and middle-income settings

Skills

Broad knowledge of principles, practices, methods and technologies in treatment and public health management of NCDs and risk factors and other areas of his/her responsibility. Leadership skills and ability to establish harmonious coordination with government officials, agencies, partners and three levels of WHO offices. Sound knowledge of the situation in a developing country with regard to NCDs and their risk factors, possess good understanding of identifying a country's needs and priorities, issues and policies in various aspects of NCD burden; sound knowledge of WHO policies, programmes and guidelines in the related areas. Good knowledge on administrative functioning and inter-operability of government institutions and related departments/agencies, other national institutions, and other partners in a given country; Sound technical and policy advisory skills, based on evidence, demonstrated public health leadership skills with ability to work effectively with government and colleagues in a team setting at national and international levels; skills to share information and data and make oral and written presentations on technical issues.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2438 per month for the duty station indicated above.

Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
