OBJECTIVES OF THE PROGRAMME

To achieve the control of communicable and noncommunicable diseases throughout the Western Pacific Region by targeting the reduction of morbidity and mortality of such conditions and diseases. The division supports integrated people-centred care approaches by strengthening primary healthcare services for prevention, diagnosis, care and treatment of target diseases and conditions along the life-course, while ensuring to reach the unreached and achieving universal health coverage.

Unit Mandates:

The Communicable Disease Unit works with the Member States and partners to eliminate and control communicable diseases including tuberculosis, HIV/AIDS, hepatitis, sexually-transmitted infections (STIs), malaria and neglected tropical diseases in the Western Pacific Region. Focus areas of the programme are regional and country adaptation of evidence-based policies and strategies, facilitation of coordinated multisectoral actions, enhancement of intervention and service delivery, case management, engagement and empowerment of communities, and strengthening of monitoring, evaluation and surveillance.

DESCRIPTION OF DUTIES

Under the supervision of the Director, Programmes for Disease Control, the incumbent will perform the following duties, in coordination with relevant departments at WHO headquarters, Regional Office, country offices, Member States and partners, to collectively fulfil the unit mandate and contribute to the thematic priorities set out in For the future: towards the healthiest and safest Region: a vision for the WHO work with Member States and partners in the Western Pacific:

  1. Coordinate, facilitate and support Member States, key stakeholders, development partners and civil society to reach the unreached by strengthening prevention, provision of access to point-of-care diagnostics, optimization of drug regimens, reducing costs and adapting integrated service delivery systems for HIV, hepatitis and STI at country level.
  2. Facilitate, convene and support Member States in review, early adaption and roll-out of national guidelines to reflect new WHO recommendations for HIV, hepatitis and STI in the area of prevention, testing and counseling, linkages to care and treatment for adults, adolescents and children including other coinfections.
  3. Facilitate and convene support to Member States in applying continuous quality improvement approaches to increase uptake of prevention and testing services and linkages to care and treatment and to improve data management and monitoring including implementation research.
  4. Facilitate and support implementation and validation of elimination of mother-to-child transmission of HIV, syphilis and viral hepatitis.
  5. Facilitate and maintain communication with networks working on HIV, STI, hepatitis, elimination of mother-to-child transmission within WHO, with UNICEF, UNAIDS and other development partners, research organizations, Member States and civil society.
  6. Resource mobilization to accelerate elimination of HIV, viral hepatitis and STI in the Region.
  7. Work with the WHO health systems units and other key partners in strengthening human resources development; financing sustainable mechanisms for essential services; and strengthening laboratory services.
  8. Perform other duties as requested.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in medicine from a recognized university and master's degree in public health, infectious diseases, epidemiology or related field from a recognized university.

Experience

Essential: Minimum of seven years’ relevant work experience at national and international level in the areas of HIV, hepatitis and/or STI.

Desirable: Experience in triple elimination of mother-to-child transmission. Experience in low- and middle-income countries.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3037 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
