OBJECTIVES OF THE PROGRAMME

In collaboration with national counterparts and in line with the objective of World Health Organization (WHO) Global and Regional policies, assist the Ministry of Health in implementation of EPI, strengthen surveillance of all expanded programme on immunization vaccines preventable diseases, strengthen intensification of routine immunization and facilitate smooth introduction of new vaccine, provide technical assistance for the polio eradication, measles-rubella elimination programme and support the COVID-19 vaccine deployment in the country.

DESCRIPTION OF DUTIES

Under the direct supervision of the WHO Representative to Myanmar and the technical guidance of Coordinator IVD SEARO, and in close collaboration with immunization partners, stakeholders,and other WHO colleagues in WCO, the incumbent will have the following responsibilities:

A. Technical support for the polio eradication program in concurrence with Regional/Global policies and strategies and specifically: Develop, implement, monitor and evaluate the plan for Polio end game strategy, strengthening and maintain high standards of Acute Flaccid Paralysis (AFP) surveillance to certification standards, conduct risk assessments and outbreak response supplementary immunization activities as required and coordinate these with neighbouring countries to ensure that the polio-free state of the country is maintained

B. Technical support for Strengthening Vaccine preventable surveillance:

a. Provide Technical support to central epidemiology unit (CEU) to ensure that measles elimination plans are developed and implemented in country, fever-rash measles/ rubella surveillance is strengthened and smooth continuation of Measles Rubella vaccinein routine immunization;

b. Develop, implement and monitor plans for measles-rubella elimination; c. Develop, implement, monitor and evaluate integrated surveillance of Acute Flaccid Paralysis measles-rubella, JE, Influenza and neonatal tetanus and eventually all vaccine preventable diseases, by expanding scope of use of polio resources, where feasible to support this.

C. Technical support for strengthening of intensification of routine immunization and introduction of new vaccine specifically:

a. Developing plans for Intensification of routine immunization in low coverage areas

b. Introduction of new vaccines in Myanmar EPI program etc.c. Conduct Operational Research to improve immunization coverages;

D. Technical support for COVID-19 vaccine deployment in the country: Support specifically in the following:

a. The development of the National Vaccine Deployment Plan for the country;

b. Vaccine mobilization to the country through COVAX facility and Humanitarian Buffer

c. National Regulatory Authority(NRA) in the process of Vaccine Approvals for vaccines being deployed in the country;

d. Monitor vaccine sessions and cold chain system and provide feedback at the Ministry of Health for corrective action;

e. Coordination with partners for improvement in vaccine coverage and ensuring equity of vaccination in the population.

E. Coordinate with donors, partners, UN agencies,like UNICEF, and other stakeholders to support national authorities in management of inter-agency coordination committee meetings for immunization and COVID-19 vaccine deployment

F. Preparation of project proposals for resource mobilisation from potential donors including the GAVI, USAID, DFID, CDC etc

G. Provide technical assistance in preparationof GAVI annual progress reports, joint appraisal etc.

H. Perform other duties, as may be assigned by WR Myanmar

REQUIRED QUALIFICATIONS

Education

Essential: Medical degree with Master's degree in Public Health / Epidemiologyfrom a recognized university.

Desirable: Training in epidemiology or vaccine preventable diseases.

Experience

Essential: Minimum7 years relevant work experience in immunization including few years of international exposure Desirable: Experience in area of communicable disease surveillance

Skills

Expertise in immunization and public health programs. Abilityto work closely in harmony with government and partners and international officials at all levels. Good communicable skills and excellent use of computer and information technology.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2438 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
