Org. Setting and Reporting This position is located within the Mission Support Service/Medical Services Unit in the United Nations Support Mission in Libya (UNSMIL). The position is based in Tripoli/Libya. Tripoli is classified as an “E” duty Station and a non-family duty station. The incumbent will be the Chief Medical Officer of UNSMIL and will be under the overall supervision of the Chief of Mission Support.

On 31 January 2022, the Security Council, by its resolution 2619 (2022) renewed the mandate of United Nations Support Mission in Libya (UNSMIL) through 30 April 2022, by roll-over of its resolutions 2542 (2020) of 15 September 2020, 2570 (2021) of 16 April 2021 and 2599 (2021) of 30 September 2021. The Security Council, in resolution 2542 (2020), tasked UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of National Accord, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organisation of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organizations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to GNA-led efforts to stabilize post-conflict zones, including those liberated from Da’esh. On 16 April 2021, the Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan-led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the scalable and incremental deployment of UNSMIL ceasefire.

Responsibilities Within delegated authority, the Medical Officer P-4 will be responsible for the following duties:

Clinical Duties: •Undertakes day-to-day clinical duties, e.g. walk-in clinic, emergencies, etc. •Undertakes day-to-day occupational health assessments of fitness for work, periodic medical examinations of staff, etc. •Refers staff to outside specialists as necessary. •Follows-up with outside specialists. •Drafts and implements Standard Operating Procedures (SOPs). •Supports UNOG’s representation on the local network of medical directors •Undertakes occupational health components of workplace risk assessments and job hazard analyses.

Medical Administrative Duties: •Provides medical determinations for travel and employment clearances, sick leave, medical evacuations, and pension fund recommendations •Acts as Medical Advisor (where delegated) on matters pertaining to the UN Secretariat and clients' Organization Pension Committees. •Advises Administration on medical standards for recruitment, sick leave, and medical evacuations/repatriations as per United Nations policies and guidelines. •Participates in the drafting and implementation of business continuity and crises preparedness plans for the duty station/mission. •Advises Administration on sick leave, service-incurred accidents or illnesses, possible cases of termination for health reasons or disability as well as other workforce issues. Provides background documentation for the presentation of disability cases to the Staff Pension Committee. Reviews and advises on other types of leave. Reviews and validates long-term sick leave as well as claims on service-incurred accidents or illnesses. •Designs and provides occupational health programmes and services to contribute to and sustain a healthy work environment. Introduces appropriate training programmes, such as on HIV/AIDS prevention, first aid and cardiopulmonary resuscitation (CPR), etc.

- Managerial duties: - Coordinates the day-to-day operations and administration of the Medical Services Unit, including the supervision of staff and ensuring the maintenance and confidentiality of medical records. •Supervises medical officers, laboratory technicians, nurses and administrative staff; ensures availability of drugs and medical supplies and proper functioning of medical equipment. •Manages/Supports day-to-day administrative operations.

Performs other related duties as required.

Education Doctorate (MD) or equivalent in medicine, including residency/internship in one of the medical specialties, preferably internal medicine, is required. Formal training in cardiopulmonary resuscitation (CPR), basic cardiopulmonary life support and advanced cardiovascular life support or equivalent emergency medical care is desirable. Courses / specialization / certification in occupational safety and health is desirable.

Work Experience A minimum of seven years of progressively responsible clinical experience in one of the areas of medicine is required.

Experience in managing a medical team is required.

Experience in Occupational Safety and Health databases such as EarthMed is desirable.

Experience in occupational health, public health and travel medicine is desirable.

Experience with pandemic response is desirable.

Experience with coordinating / participating in professional medical networks is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Arabic is desirable.
