OBJECTIVES OF THE PROGRAMME

The Department of Noncommunicable Diseases (NCD) advances global health through controlling the global disease burden from NCDs toward the reduction of premature mortality to achieve target 3.4 of the Sustainable Development Goals. The Noncommunicable Diseases Management Unit's main mission is to provide leadership and technical guidance for development, implementation, and evaluation of policies, plans and programmes for management of Noncommunicable Diseases (NCDs) including cancer, in collaboration with Member States and internal and external partners. The objective of the programme is to support implementation of WHO mandates related to cancer management, including the strengthening of women's and children's cancer management through an integrated approach.

DESCRIPTION OF DUTIES

  1. Provide technical leadership and strategic guidance to the office in cancer management and technical support to WHO global breast cancer initiative.
  2. Provide technical oversight and guidance to the development of norms and standards for cancer prevention and management with a focus on breast cancer.
  3. Ensure the development, finalization and implementation of cancer products in line with Global Health Public Goods for cancer including: Technical package in breast cancer; Assist with Integrated Health tool for cancer and workforce strategies.
  4. Provide technical guidance and support specific programmes of work related to access to quality essential health services and contribute to universal health coverage by: Coordinating the development and or adapting evidence-based strategies, guidelines and toolkits for breast cancer control to assist Member States; Coordinating and guiding the development, implementation and monitoring related to effective public health policies in breast cancer, in coordination with WHO regional and country offices and other partners.
  5. Coordinate the development of work plans and budgets including resource mobilization for the work programme, particularly in breast cancer, and follow up on the implementation of planned activities.
  6. Manage the monitoring and evaluation of progress made in the implementation of the breast cancer work plans in assigned countries and publish and disseminate best practices and partners' experiences in implementing cancer prevention and control strategies.
  7. Identify, maintain, and coordinate relationships across other United Nations organizations or with partners.
  8. Build strong partnerships and consensus building with partners and donors, manage grants and collaborative arrangements in breast cancer and lead the work on monitoring and timely reporting.
  9. Provide review and quality assurance and relevance of contractual engagements with partners and institutions and make recommendations regarding WHO's support in breast cancer.
  10. Support coordination between WHO HQ departments, Regional Offices and Country Offices.
  11. Other duties assigned by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced-level medical degree with a focus on cancer, cancer management, epidemiology, oncology or related fields in clinical cancer research. Desirable: Additional advanced level university degree in public health.

Experience

Essential:

  • At least ten years' experience working in the area of cancer, including clinical and programmatic or administrative experience.
  • Experience in programme implementation in low- or middle-income country settings.
  • At least ten publications in the field of cancer.
  • Recognized global or regional leadership skills in cancer management.
  • Demonstrated experience at the international level.

Desirable:

  • Management experience and working experience in UN agencies.
  • Track record of successful grant writing, fundraising, or similar area.

Skills

  • Excellent analytical and organizational skills.
  • Able to coordinate, plan and implement projects and activities with minimum supervision but work equally well as part of a team.
  • Manage and expand global partnerships and programme implementation in countries through partners.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6437 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
