OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery toaffected populations.The WHE Responsedivision (WRE) is responsible for rapidly detecting and responding to health emergencies while leveraging relevant national and international partnerships,ensuring that emergency-affected populations in acute and protracted emergencies have access to essential health services and that systems are maintained and strengthened in fragile, conflict and vulnerable settings while implementing at scale, proven prevention strategies for priority pandemic/epidemic-prone diseases.The HEI Department is responsible for ensuring that emergency-affected populations have access to timely and effective health services, ranging from humanitarian interventions, Universal Health Coverage (UHC) in Fragile, Vulnerable and Conflict Affected Settings (FCVs) to key high impact epidemic diseases including Viral Haemorrhagic Fevers (VHFs), Yellow Fever, Meningitis andCholera. The Department prioritizes support to the most vulnerable and low capacity countries.

DESCRIPTION OF DUTIES

Within the framework of the delegated authority, the incumbent is assigned all or part of the following responsibilities:

  1. In liaison with WHO Region and CountryOffices and relevant programmes in WHO Headquarters,Surveillance and evidence-based risk prioritization analysis:
  • Provide expert advice, technical assistance and support to enhance Yellow Fever surveillance principles, data collection and timely use;
  • prepare associated relevant documents and tools.

    1. EYE implementation,monitoring, and evaluation:
  • Provide technical guidance,expertise and support for the implementation, monitoring and evaluation of theglobal EYE strategy, in high, moderate and potential risk countries, with emphasis on risk mitigation tools such as surveillance and prevention of international spread and/importation.

  • Engage in related EYE Governance entities, such as (but not limited to) the working groups dedicated to Risk Prioritization analysis, Laboratory, and others, such as Surveillance, which may be created in the future.
    1. Increased knowledge,research and modelling: Provide technical guidance, expertise andsupport to increase knowledge and advance research on Yellow Fever withemphasis on (but not limited to) clinical management and disease dynamics.
    2. Cross-cutting activities:Engage in and provide technical expertise multi-disciplinary and cross cutting initiatives, with emphasis on synergies with other epidemic-prone, Aedes-borne and/or vaccine-preventable diseases prevention and control programmes. This includes engagement in the development of a comprehensive WHO Arbovirus Strategy.
    3. Support to EYE Secretariat:Contribute toEYE advocacy, information and project management activities and products development to ensure technical accuracy.
    4. Perform other related duties including replacing and backstopping duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: Undergraduatedegree in medicine, public health, or related field (e.g., veterinary, nursing, midwifery), and advanced level degree in Medicine. Desirable: Doctorate degree in public health, medicine or related field (e.g., veterinary, nursing, midwifery).

Experience

Essential:

  • At least 7 years of experience in coordination and/or implementation of communicable disease control programs at national,regional and international levels, with emphasis on Aedes-borne and/or vaccine-preventable diseases.
  • At least 2 years in epidemic-prone diseases surveillance, prevention or control activities in developing countries. Experience in establishing and sustaining international partnerships.

Desirable: Experience in WHO to have an understanding of its mandate, goals and practices as related to the work or experience in UN oran international institution in similar functions.

Skills

The present position under WHE (which is a single programme across the Organization) may be relocated to another dutystation, including at Regional or Country level, based upon the technical needsof the Programme. Good knowledge of epidemiology of communicable and epidemic prone diseases. Good knowledge of disease surveillance systems, understanding of field outbreak response operations. Good communication and negotiating skills. Ability to establish and maintain effective working relationships. Ability to work with competing priorities, tight deadlines and under pressure.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5082 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
