Org. Setting and Reporting

The position is within the Liquidation Entity the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), in Gao. The Medical officer will report to Chief Medical Officer within the Liquidation team. The focus of this position is to provide medical support to UN Staff in the entity and to undertake day-to-day clinical duties, occupational health duties, provide health education and supervise /manage outsourced medical support structures.

Responsibilities

Within delegated authority, the Medical Officer, P-3 will be responsible for the following duties:

Clinical Duties:

• Undertakes day-to-day clinical duties, e.g., walk-in clinic, emergencies. • Undertakes day-to-day occupational health duties: pre-placement and periodic medical examinations, prepares UN staff for travelling providing them immunizations, malaria prophylaxis, travel kits, etc. • Refers staff to outside specialists as necessary. • Follows-up with outside specialists. • Provides health education and health promotion programs. • Participates in addressing work environment and occupational health issues.

Medical Administrative Duties:

• Liaises with UN-TCC/PCC Medical Units in the liquidation entity and host-nation medical facilities. • Follows the United Nations established policies and procedures regarding medical clearances, sick leave and medical evacuations/repatriations. • Participates in drafting and implementation of business continuity and crises preparedness plans for the duty station/entity. • Deputizes for a more senior Medical Officer during his/her absence.

Supervisory Administration: • Manages day-to-day mission medical support operations by ensuring availability of medical supplies and proper functioning of medical equipment. • Supervises and manages commercially outsourced services, such as commercially contracted DCS facility and AMET services. • Ensures appropriate training programs are implemented in order to maintain and develop the medical capabilities (e.g., health education, HIV/AIDS prevention, first aid and CPR).

General: • Performs other related duties as required.

Education

Doctorate in Medicine (MD) or equivalent in medicine is required. Residency in one of the medical specialties is required. Qualifying experience may be accepted in lieu of residency. Currently registered to practice medicine in own country or another UN member state is required.

Job - Specific Qualification

• Residency in one of the medical specialities is required. Qualifying experience may be accepted in lieu of residency.

• Training and experience in Tropical Medicine is desirable.

Work Experience

• A minimum of five (5) years of progressively responsible clinical experience in one of the areas of medicine is required.

• Experience providing medical services in United Nations peacekeeping field operations, or a comparable international organization is required.

• Experience in managing and supervising commercially outsourced service contracts and personnel is desirable.

Languages

• English and French are the working languages of the United Nations Secretariat. Fluency in English (both oral and written) is required; knowledge of French is desirable.

Assessment

• Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

• This position is temporarily available within the MINUSMA Liquidation Team until 30 September 2024. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. • While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. • Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station. • Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
