OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage public health threats and health emergency risks and, when National capacities are overwhelmed, to lead and coordinate the international response to contain outbreaks and health emergencies and to provide effective relief and recovery to affected populations. The unit of Infectious Hazards prevention and preparedness is responsible for supporting countries for prevention and control of high threat diseases of both epidemic and pandemic potential through development and dissemination of evidence-based strategies, policies, tools, norms and standards to manage infectious disease hazards.

DESCRIPTION OF DUTIES

Within the framework of the delegated authority, the incumbent is assigned all or part of the following responsibilities:Provide technical leadership,guidance and expert advice related to the case management and critical care/ICUfor SARS-CoV-2 and other emerging diseases, ensuring strategic evidence-informed approaches Develop evidence-informed manuals,guidance, norms and standards for case management and critical care/ICU of SARS-CoV-2and other emerging diseases that are specific to the Region Assist countries in strengthening the capacities of case management and critical care/ICU for emerging infectious diseases through provision of technical guidance, training, field missions and meetings Review and analyze the existing clinical practices at public and private sector and analyze health needs and areas for intervention and submission of recommendations for planning process, prioritization,and goal setting for development of training program Establish regional and national partnerships and expert networks to facilitate knowledge sharing, in particular on case management and critical care/ICU Coordinate with national focal points implementing related activities at country office level and provide technical guidance and support to countries for development and implementation of appropriate work plans supported by IHP unit.Collaborate with the transfer of knowledge team to develop user-friendly materials for case management and critical care/ICU communication and training Strengthen WHO's work in analyzing clinical and oxygen data and developing strategies for clinical preparedness in response to outbreaks and emergency events Provide technical advice on the implementation of Live Oxygen Platform and oxygen scale up activities in the region Implement plan of activities including ICU assessment and monitor progress through established network and periodic assessment at country level Support and guide WHO Country Offices on the development and implementation of strategic plans on case management and critical care/ICU to establish and strengthen clinical management response to outbreaks and emergency events.Monitor and evaluate the related activities implemented by the member states and provide feedback to focal points at country office and health authorities.Act as the case management technical lead in the incident management structure and establish strong collaborations with other teams/departments at WHO and other partner agencies to cover the various aspects of the public health response to outbreaks and emergency events.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced University degree (Master's degree) in medicine with qualification in specialized clinical medicine (critical care, pulmonary medicine, infectious disease,emergency medicine or other relevant areas) Desirable: Qualification in field epidemiology, surveillance and outbreak investigation.

Experience

Essential: At least 7 years of clinical experience working on the case management of various diseases and critically ill patients, with international exposure in public health focusing on resource limited contexts. Desirable: Relevant experience at the international levels, in the case management and clinical care activities/infectious diseases in outbreak, disaster or humanitarian emergency. Working experience with WHO or UN agencies. Sound knowledge in research and specialty in critical care or emergency medicine is an asset.

Skills

Theoretical and practical knowledge and skills of case management and critical care/ICU, in particular in resource limited with complex emergency settings.Proven understanding of the management of acute and urgent public health responses, including infectious disease outbreaks.Demonstrated effectiveness in building sustained partnerships and working with others in international settings.Capacity to work on cross-sectoral projects.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1791 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
