Job Title: Medical Officer

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

WFP Medical Officer located in HQ is under the functional supervision of the Chief of Medical Service of the Staff Wellness Division. Job holder, along with the other Regional Medical Officers in their assigned Regions, is to have in-depth technical knowledge and experience required to identify, analyze, and resolve complex medical issues providing support and solid advice to managers and staff in HQ, Liaison Offices, and Country Office operations with administrative reporting lines to HQ, including being part of WEL support to the emergency coordinators at the initial phase of the corporate scale up operations. This position makes one of the essential medical components forming the Global Wellness Network and is required to provide technical expertise, advice and solutions that support strategic results, and formulate regional strategies and approaches where appropriate.

ACCOUNTABITLITIES / RESPONSIBILITIES:

Occupational health services

  1. Manage and conduct in HQ, Liaison Offices and Corporate Scale-Up Response operations of responsibility: health protection, injury and illness prevention and health-promotion programs, in line with the Operational Strategic Objectives and with the Wellness Strategy;
  2. Support medical compliance to MOSS protocols in terms of first aid kits availability, maintenance and training in the offices, vehicles and the provision of relevant training;
  3. Provide travel medicine services for staff on official travel, incorporating destination- specific health advice, facilitating access to immunization, prophylactic medications and travel medical kits;
  4. Manage and advise, record and report on all health matters related to staff including:
    • Perform (in HQ Medical Service only) and assess medical examinations and clearances for staff and related to recruitment and periodic medical examination, give pre-departure briefing for missions to the field, management or assistance with follow-up of chronic medical conditions diagnosed and for which treatment has already started etc.;
    • Sick leave and return to work of staff members after extended sick leave;
    • Disability benefit, special dependency benefit, special education benefits, work-related illness, or injury.
  5. Provide surge capacity to other Regional Medical Officers while they are on health risk assessment missions in the field;

Primary clinical care for WFP employees in HQ

  1. The HQ Medical Officer is not the primary care physician of WFP employees; however, s/he provides acute care, first aid and emergency services in response to illnesses and accidents occurring in the workplace in HQ;
  2. Undertake day to day clinical duties for management of acute illnesses and emergencies; perform routine entry and periodic medical examinations;
  3. Supervision of nurses’ duties on travel medicine and other vaccination campaigns and external medical services provided to HQ employees such as the Walk-in-Clinic, specialists on site visits and the laboratory service;
  4. Systematically access and liaise with local medical facilities to ascertain proper medical care can be rendered;
  5. Keep updated referral list of local physicians;
  6. Assists staff and dependent access to local medical facilities and ensures follow-up.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education:

Diploma of Medical Doctor (MD)

Experience:

  • Minimum 8 years of clinical practice as a Medical Doctor/ Practitioner of which at least 1-2 years should be in an international organization.
  • Postgraduate medical qualification in internal medicine and/or emergency medicine and/or occupational health and safety and/or public health;
  • Valid medial license registration in any of the UN Member States.

Knowledge and Skills:

  • Demonstrated management and team building skills;
  • Excellent communication, presentation and drafting skills;
  • Knowledge of addressing the psychosocial needs of humanitarian workers;
  • Experience in emergency management (crisis or disaster medicine), travel medicine, tropical and infectious disease;
  • Negotiation skills;
  • Project design and management;
  • Training experience and facilitation is an asset.

Languages:

Fluency in English language. Knowledge of Italian is an asset.
