Org. Setting and Reporting This Medical Logistics Officer position is located in the Medical Support Section (MSS), Sourcing Support Service (SSS) in the Logistics Division (LD), Office of Supply Chain Management (OSCM) of the Department of Operational Support (DOS), at United Nations Headquarters (UNHQ). The DOS was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions.

The Office of Supply Chain Management includes the Office of the Assistant Secretary- General for Supply Chain Management, Logistics Division, Procurement Division, Uniformed Capabilities Support Division, Global Service Centre, Umoja Coordination Service and the Enabling and Outreach Service.

The Logistics Division performs a central role in the implementation of end-to-end supply chain management across the United Nations operations. The Division provides direction and advice on logistical matters, monitors and assesses the delivery of strategic transportation and support services, and directs the delivery of transportation and specialist support services in the functional areas of air transport, ground transport, engineering, medical and supply, inclusive of fuel, rations and general supplies and security equipment.

Under the overall supervision of the Chief of Sourcing Support Service (SSS), the incumbent reports to the Chief of MSS.

Responsibilities Within delegated authority, the Medical Logistics Officer will be responsible for the following duties:

  • Coordinate all activities in the Unit including day-to-day administration and long-term planning by, exercising managerial and supervisory control over the proper execution of functions carried out; directing work priorities; determining the Unit workplan; developing goals and performances measures; identifying staff career development requirements.

  • Provide technical advice to the Chief of Section, other UNHQ Departments and Field Missions; provide briefings on health supply chain support to UN peacekeepers in field missions and political missions with particular responsibility for pharmaceuticals and blood products, review medical components of draft Memoranda of Understanding (MOUs)/LOAs as well as participating in their negotiations; review CMS/DMS monthly reports, audit observations and other reports to identify health supply chain issues; review field missions health supply chain support plans, TCC/PCC (Troop Contributing Countries/Police Contributing Countries) Medical Logistics Guidelines, Force Requirement Statements relating health supply chain, policies and guidelines produced by other technical specialists to ensure conformity with the UN medical doctrine. The incumbent’s duties also include developing SOWs for all HQ medical contracts’ providing technical advice to the Procurement Division during solicitation exercise for medical supplies (drugs/pharmaceuticals, medical equipment and medical consumables and blood) and services (acquisition of in and out of mission area commercial hospital services; commercial aero medical and casualty evacuation services). The incumbent will also review mission request for Local Procurement Authorities for similar services mentioned above, as well as review the technical components of mission local medical contracts with a view to ensure the achievement of ‘best value for money’ procurement principle.

  • Develop policies, procedures and guidelines for the implementation and management in the field of the medical components, particularly blood and pharmaceuticals of MOUs/LOAs between the United Nations and Member Nations who are or who propose to contribute secondary and tertiary medical facilities (advanced surgical and diagnostics) medical facilities. Review and analyze verification report submitted by field mission on TCC/PCC performance and compliance with MOU/LOA obligations and prepares associated reports to senior management with recommendation on how to obtain the optimal benefits from the services of contracted facilities where gaps or discrepancies are observed. Draft Note Verbales communicating senior management decision to the concerned TCC/PCC on ways to improve service delivery in the field. Develop policies, procedures, and guideline for the implementation of the terms of HQ commercial medical contracts for the provision of pharmaceuticals and blood products in field missions. Conduct required vendor evaluation with a view to ensure the expected optimal benefits of the contracts are achieved.

  • Develop policies, procedures and guidelines for the management of the health supply chain component of the Department and all field missions. This includes the review of the composition of pharmaceuticals and blood products to meet with modern day challenges in medical diagnosis and treatment. Conduct analysis of consumption rates for pharmaceuticals and blood products and the establishment of re-order levels for field missions. Establishment and maintenance of supply channels for medical goods within the realm of pharmaceuticals and blood products. The incumbent will also be responsible for monitoring the effective performance of level one clinics, levels 2 and 3 hospitals deployed in the peacekeeping arena globally, and the several out of mission medical facilities distributed all over the globe.

  • Develop, review and update the medical Standard Operation Procedures (SOPs), policies and guidelines, especially regarding pharmaceuticals and blood products for field missions. Establish criteria for the development of mission quarterly acquisition plans and review these plans on a quarterly basis to ensure that acquisition plans for pharmaceuticals and blood products are in line with budgetary provisions; participate in Pre-Deployment visits to TCC/PCC to inspect the medical equipment to be deployed in field missions and ascertain the general preparedness of the countries to deploy in the field; conduct, review and monitor field missions’ medical logistics staffing and facilitate career development for staff especially pharmacists and administrative staff involved in the management of medical logistics issues in the field by drawing up requirements for generic vacancy announcements in liaison with MSC enabling participation in the workshops and trainings for this category of personnel.

Education Advanced university degree (Master's degree or equivalent degree) in health management, medical science, supply chain management, procurement or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification - Qualifications in a clinically based subject such as pharmacy or biomedical engineering is desirable.

  • Certification in Supply Chain Operations Reference (SCOR-P) or equivalent is desirable.

    Work Experience - A minimum of seven (7) years of progressively responsible experience in health care, health supply chain, health procurement, or health administration of which two years at the international level is required.

  • Experience drafting Statements of Work/Requirement, Memorandum of Understanding, Letters of Assist, or similar documents for the delivery of health material or services is required.

  • Experience in contract management for the provision of health materiel is required.

  • Experience in sourcing or contract management of pharmaceuticals and blood is desirable.

  • Experience in conducting health supply chain planning for field operations of the United Nations (inclusive of peacekeeping operations, special political missions, agencies, funds and programmes), or of other similar international or military organisations is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.

A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. In its resolution 66/234, the General Assembly further "stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…" Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.
