Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Within the delegated authority and under the supervision of Head of Service Center or his/her designated mandated representative(s), the UN Volunteer Civil Engineer will: • Participating in tender evaluations and review of tender procurement documents/reports. • Support the preparation and/or finalization of site-assessment reports that inform further procurement activities if/when required. • Reviewing the planning, design and implementation of mechanical components of the interventions/projects in accordance with project processes and ensuring adherence to UNDP policies and procedures before procurement process is initiated.

• Undertake site visits to project sites within the country, and conduct data collection, technical assessments of buildings/projects according to specific requirements and needs case by case defined (if/when required). • Support the development of project feasibilities mechanical studies, analyzing pros and cons, benefits, budgets, risks and constraints, cost involved/cost estimate, recommending on best options and solutions. • Support the development of mechanical concept, preliminary or detailed designs (preparing, writing and assembling drawings, schematics, masterplans, design calculations and reports, technical specifications) and requiring a detailed knowledge of the international (and local) standards and codes. • Support the development of project budgets or preliminary and detailed costs estimations to implement mechanical or special systems within the projects. • Support the preparation of Technical Specifications/documents, Project Proposal Documents, Scope of Works, and any similar documents. • Prepare technical documentation as regard to bidding processes, for mechanical services, inclusive of evaluation methodologies and reports. • Provide technical guidance that support a successful construction/mechanical procurement process. • Participate in the assessment processes of targeted locations -where/when feasible- and/or perform desk reviews for prepared Bills of Quantities (BoQs)/Technical Specifications and Statements of Work to produce high quality tender documents for mechanical and supply of complex equipment. • Ensure timely review of quality Bill(s) of Quantities (BoQs) and detailed technical specifications in coordination with the technical teams from the Government of Iraq (GoI) and FFS programme and UNDP projects. • Participate in the technical evaluation processes of bids, prepare technical evaluation reports and respond to technical clarifications from UNDP procurement review committees. • Support the Service Center in meetings with contractors to negotiate BOQs if/when required or follow-up with contractors and FFS engineers providing support in overseeing the rehabilitation of civil, electrical and mechanical works at site, where/when possible, ensuring that the preparation and execution of the works are in accordance with the approved bill(s) of quantities and within the established time frame. • Conduct site visits in conjunction with line directorates and end-users if required to identify any issues and take corrective action where necessary. • Support Service Center/FFS project team in developing and verifying the Variation Orders VO (if any). • Conduct construction inspection, including inspection of materials, equipment’s to be installed if/when needed. • Prepare weekly project reports on activities and provide outcome-level inputs to the Service Center on quarterly basis. • Advise the UNDP Service Centre with project contractual requirements and technical contractual related matters. • Review the progress/completion of works presented by the contractor if/when required. • Review of Bills of Quantities (BoQs), Design Drawings, Technical Specifications, Statement of Works and provide quality advice to the Head of Service Center and procurement teams before initiating any procurement process. • Discuss any potential contractual/site matter with the contractors and report back to the Head of Service Center with the proposed solutions in case of any potential issues/contractual related matter/dispute. • Evaluate the design, equipment specifications, and workmanship procedures of mechanical products, equipment, systems and processes to meet requirements, applying knowledge of engineering principles.

Qualifications/Requirements

Required degree level:

Master degree or equivalent

Education - Additional Comments:

Master degree or equivalent in Mechanical Engineer combined with relevant training and/or professional experience;

• At least 2 years of professional work experience at the national and/or international level; experience with engineering private companies is an asset, as is experience working in the UN or other international development organization;
