About the job

Overall purpose of the role:

As the Monitoring, Evaluation, Accountability, and Learning (MEAL) Team Leader, your primary objective is to provide comprehensive support to DRC area field offices in the collection, analysis, and utilization of monitoring and evaluation data to enhance program effectiveness, foster learning, and showcase impact. You will lead the execution of standardized monitoring and evaluation activities across field offices, in accordance with the established MEAL system and plan for area projects. Additionally, you will oversee all aspects of team and staff management to ensure efficient and effective operation, including supervision of MEAL officers/assistants.

About you

To be successful in this role we expect you to be responsible for the following responsibilities:-

Monitoring and Evaluation:

  • Develop and implement MEAL plans aligned with project goals and DRC strategies.
  • Coordinate data collection activities, ensuring methodologies are appropriate and standardized across the team.
  • Ensure the timely and accurate collection, analysis, and reporting of data for all projects and programs.
  • Oversee data quality control processes to ensure the accuracy and reliability of collected data.
  • Ensure proper documentation of all MEAL processes, findings, and lessons learned.
  • Develop weekly and monthly monitoring work plan for the MEAL team
  • Manage project indicator trackers, ensuring monthly updates.
  • Facilitate collection, analysis, and reporting of qualitative data through Focus Group Discussions and case studies.
  • Engage and provide inputs to donor reporting and other MEAL products as relevant.
  • Ensure availability and adequacy of data collection tools for all program activities.
  • Lead the area level studies and evaluation work, including baseline and endline survey exercises.

Accountability:

  • Oversee the implementation of accountability systems to ensure beneficiaries' feedback is collected, analyzed, and acted upon.
  • Ensure adequate awareness raising sessions and activities are conducted on DRC Community Feedback Mechanism accessibility among the staff and communities.
  • Contribute to the design and management of Community Feedback mechanisms, ensuring they are accessible and effective.

Learning:

  • Promote a culture of learning within the team by facilitating learning events and discussions.
  • Ensure that lessons learned are documented and integrated into future project planning and implementation.
  • Share MEAL findings and reports widely with management and relevant project review meetings.

Team Management:

  • Supervise and support MEAL officers and the accountability assistant, ensuring they understand their roles and responsibilities.
  • Facilitate regular team meetings to discuss progress, challenges, and upcoming tasks.
  • Identify training needs within the team and organize relevant capacity-building activities.
  • Set performance objectives and conduct regular performance reviews for MEAL officers and the accountability assistant.
  • Attend regular area level meetings including Grand Review Meetings (GRMs)
  • Communicate findings and insights to inform decision-making and strategic planning.
  • Act as the Focal Point for DRC local partners MEAL capacity building activities

SurveyCTO Focal Point:

  • Manage DRC’s SurveyCTO system for the field office, collaborating with the IM team to upload relevant tools.
  • Support teams in correct and consistent use of SurveyCTO for data collection, analysis, and reporting.
  • Regularly analyze and report data from SurveyCTO to inform programs.

Other:

  • Ensure that all MEAL activities and practices are aligned with DRC MEAL Model guidance and Standard Operating Procedures (SOPs).
  • Conduct duties in accordance with DRC Iraq Project Cycle Management and Code of Conduct.
  • Ensure compliance with DRC AGD policy and programmatic minimum standards, including zero-tolerance for Sexual Exploitation and Abuse.

Experience and technical competencies

a) Essential

  • Minimum 3 years of relevant work experience
  • Proven experience in developing and implementing M&E systems and data collection tool designing
  • Experience with research methodologies, qualitative and quantitative research methods, data analysis and sampling techniques.
  • Advanced experience in data management and analysis practices
  • Advanced reporting and communication skills.
  • Excellent skill in MS Word, Excel, and PowerPoint
  • Advanced English proficiency
  • Fluency in local languages

Education:

University degree in relevant field (development or social research preferably with a focus on monitoring and evaluation as well as compliance issues) or equivalent professional qualification

Languages:

  • English (fluent)
  • Arabic (fluent)
  • Kurdish or Turkmen is a plus
