MAJOR RESPONSIBILITIES

1. Program Design

Support BHA MEAL Coordinator Ukraine as requested, overall MEAL system set-up ad-hoc requests for BHA and WVUS PNS Projects.

BHA MEAL Coordinator is supported, ensuring learning throughout the process.

Support BHA MEAL Coordinator in leading the proposal development process in terms of MEAL input (logframe, budgeting for MEAL activities and staffing, MEAL narrative plan, etc.)

Proposals are submitted with good quality and measurable indicators.

Develop BHA and WVUS PNS project specific MEAL frameworks in coordination with project staff

MEAL frameworks are completed including all details about indicators, definitions, sources of data, and responsibilities.

2. Monitoring, Evaluation and Reporting

Develop methodology, sampling, and tools for outcome and process monitoring studies including pre-post-tests, PIMs/PDMs, FGDs, KIIs, etc.

Methodologies and tools that abide by MEAL and sector specific standards are developed.

Plan, lead and oversee the implementation of outcome monitoring studies for grants (BHA and WVUS PNS) such as PIMs/PDMs, midline and endline studies, pre-post-tests, FGDs, KIIs, etc. (coordinate, follow up, and review the outcome monitoring methodology, tools and reports for grants.

Outcome monitoring exercises are implemented with quality and on time, abiding by the MEAL, donor, other donors and sector requirements.

Lead project specific evaluations and baselines at field level (development of ToR, select and short-list consultants, coordinate with consultant, review of design methodology and tools, review final reports, attend interpretation workshops, etc. if externally led; and conduct data analysis and report writing if internally led)

Project baselines and evaluations are completed on time and with quality.

Implement field-level tasks for outcome and process monitoring of grant, including pre-post-tests, PIMs/PDMs, midline and end-line studies, FGDs, KIIs, etc. (training of casual workers, planning field data collection, coordination of data collection, supervising, facilitating, coding tools, developing datasets, data cleaning, analysis, reporting)

The monitoring plan for grant project is implemented as set, and MEAL reports are submitted on time and with good quality.

Implement field level tasks for the assigned project (training for partners, ensuring quality of data collection through supervision, data cleaning…)

Process of data collection for the assigned project at the field level is well led and quality data is collected.

Responsible for the coordination of projects’ baselines and evaluation studies (coordination at field level with consultants, beneficiaries and partners/stakeholders if externally led and methodology, development of tools, data collection, and cleaning if internally led)

Baselines and evaluations are completed on time and with quality

Provide support in training project staff and partners on reporting requirements, core humanitarian standards, output level monitoring and conduct regular training for Operations staff on data collection and data entry for pre-post tests

Operations staff and partners are supported and trained on MEAL skills.

Conduct ITT verifications of projects with provided Means of Verification, in coordination with project staff monthly and ensure project level ITT are updated with accurate data monthly and key findings are shared with management at the program review meetings

ITTs are submitted with accurate figures and data, and All outputs & activities are being reported monthly

Conduct project site visits regularly and monitor partner & direct implementation on a regular basis for quality standards through scheduled visits, data quality audits, spot checks…

Quality implementation of projects is ensured

Ensure that critical MEAL findings and recommendations are discussed and addressed by management

MEAL findings are shared with key stakeholders to ensure continuous learning and improvement of organizational processes

Verify Project Supportive Documents

Supportive Documents are verified and updated regularly

3. Accountability to Beneficiaries

Ensure establishment of beneficiary feedback and complaints mechanism by Accountability team

Beneficiaries can submit their complaints and feedback and are responding on it. All complaints and feedback are properly managed and preserved at the office level.

Conduct exit interviews, observation and reporting

Accountability to beneficiaries is ensured

4. Research and Learning

Co-lead lessons learned events for projects with MEAL Coordinator, project manager and technical staff (preparation, facilitation and report writing)

Lessons learned events are supported with MEAL evidence and are well documented.

5. Miscellaneous

Complete tasks relevant to assigned projects (uploading MEAL plans and monitoring data) - (requirement by GC to roll-out at Office level)

All MEAL documents for projects are updated on time with all relevant MEAL information.

Attend internal and external meetings relevant to assign projects and other projects if required by MEAL Coordinator

Project specific information is shared with staff.

Attend internal and external training, workshops, events, etc. For assigned project and other projects if required by MEAL Coordinator

Capacities and competencies are improved.

Manage and follow up on P&C and financial related matters for casual workers and conduct performance agreement and review with direct supervisor

P&C, finance and procurement guidelines are implemented and abided by
