Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Monitoring, Evaluation, Accountability & Learning Officer (MEAL Officer).

About the Job

Oversee implementation of monitoring, evaluation, accountability and learning activities for DRC Türkiye in the designated operation areas and accordingly improve programme quality by continually sharing MEAL information with programme teams.

Geographic scope: Country (Turkey)

This role has a country focus and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing country activities.

Duties and Responsibilities****:

Monitoring and Evaluation (50%):

  • Conduct baseline and end-line assessments in collaboration with the programme for all grants accordingly to the nature of indicators in relevant LFAs.
  • Conduct participatory monitoring activities using a varied suite of tools as per the need and the nature of each project.
  • Contribute to the design and development of data collection methodology and tools for ongoing grants accordingly to agreed MEAL Plans.
  • Regularly undertake field monitoring visits in both area and sub-office and to partner organizations and report the findings accordingly.
  • Ensure the high quality of data by undertaking quality measures at all steps of the data management process.
  • Support MEAL Manager in Providing technical supervision to MEAL Assistants in designated areas and contribute to their professional growth.
  • Participate in the evaluations (external and internal), mid-term reviews and any other assessments by information sharing, coordinating in the area offices, and organizing training and data collection processes.
  • Support MEAL Manager in coordinating MEAL activities with partners e.g. organizing MEAL workshops, developing MEAL Plans and tools, conducting training for data collection teams etc.
  • Ensure that the programme participants are treated with respect and dignity while undertaking MEAL activities and that any concerns and suspicion regarding breaches of the code of conduct are reported timely.
  • Ensure that clear consent is asked from programme participants in all MEAL activities and that data protection commitments (Turkish Data Protection Law and European GDPR) are observed in the data processing steps.

Reporting and Information sharing (30%):

  • To regularly update and share common reporting mechanisms e.g. monthly trackers, ActivityInfo, quarterly reports and upcoming reporting requirements.
  • Support MEAL Manager on Preparing outcome-related project updates for the Grants Review Meeting and present them with details as appropriate.
  • Review partners' MEAL-related reports e.g. monthly trackers and narrative reports in collaboration with Grants and Partnership teams and provides timely feedback.
  • Undertake information sharing meetings with programme teams after conducting any type of data collection e.g. baseline, end-line, outcome monitoring or evaluations and develop joint follow-up action plans.
  • Produce narrative reports for key monitoring mechanisms e.g. outcome monitoring surveys, baseline and end-line surveys etc.
  • Any other reporting duties as directed by the MEAL Manager.

Accountability and Learning (20%):

  • Ensure that programme teams are timely informed regarding the compliance of program activities with DRC accountability principles e.g. through MEAL Workshop, Kick-off meetings etc.
  • Ensure that programme participants’ awareness is increased about DRC FCRM and CoC through various means of information dissemination e.g. posters, flyers, business cards, social media, WhatsApp groups, online and in-person meetings etc.
  • Ensure that the awareness of programme participants is regularly monitored about DRC FCRM and CoC and communities are consulted on the ways to improve their participation within DRC’s programme cycles.
  • Ensure that the FCRM Channels (Hotlines, WhatsApp, FCRM Boxes) are functional in DRC area offices and partners’ premises and are timely responded to.
  • Participate and contribute to the CHS self-assessment and annual improvement plan reviews
  • Work and liaise with both DRC and partners programme teams in both area and sub-office at the area level to ensure lessons learnt, challenges and efforts to overcome them are collated and documented for annual review purposes and to be reported annually to DRC HQ.

About you

To be successful in this role, you must have a university Degree in social science, statistics or relevant fields.

Moreover, we also expect the following:

Required qualifications

  • Minimum 2-3 years of relevant work experience – preferably in social work, community development, non-governmental organizations, or civil society.
  • Experience working with NGOs and/or the humanitarian sector, and use of data collection tools
  • Knowledge/experience with Monitoring & Evaluation, information management or accountability
  • Excellent skills in Office Package especially Excel, Word and PowerPoint
  • Intermediate knowledge of data analysis practices and tools (Power BI, KOBO, etc.)
  • Advanced English and Arabic Language skills (Speaking and Writing)
  • Proficiency in Turkish is an asset

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Nationals.
