Ensure effective management of MEAL information systems and data.

You have:

  • Education bachelor’s degree in information management, Statistics, Computer Science, Data Science, Social Sciences, or a related field with a Master’s degree or additional certifications in Data Management, Monitoring & Evaluation, or Information Systems considered an asset.
  • At least 3-5 years of experience in Information Management, preferably with 1 year IM related experiences in INGOs; MEAL.
  • Proven experience in designing and managing digital data collection systems (e.g. CommCare, Kobo Toolbox, ODK).
  • Demonstrated experience in building and maintaining dashboards (e.g. Power BI, Excel, or similar visualization tools).
  • Experience in data cleaning, validation, and large dataset management, including IPTTs and beneficiary databases.
  • Previous experience in capacity building and training staff on data systems and tools.
  • Fluency in Arabic (required).
  • Good command of English (written and spoken).

The Opportunity MEAL (Monitoring, Evaluation, Accountability & Learning) Information Management Officer

Post location: Gaza Office

Contract Duration: 8 months with the possibility of extension

ROLE PURPOSE:

The purpose of this role is to ensure that all data and information that is being generated from the field following implementation of project activities is well organized and ready to use for reporting purposes to various donors, clusters and internal use of SCI.

SCOPE OF ROLE:

Reports to: Gaza MEAL Coordinator

KEY AREAS OF ACCOUNTABILITY:

1. Information Management Systems & Digital Tools:

  • Lead the setup, customization, and maintenance of CommCare applications, including building forms, workflows, and user roles aligned with programme needs.
  • Support the transition from legacy systems (e.g. IMPACT) to CommCare, ensuring data consistency and continuity.
  • Develop, test, and deploy digital data collection tools (CommCare, Kobo, etc.) for assessments, monitoring, and reporting.
  • Provide technical troubleshooting and continuous improvement of IM systems in coordination with the MEAL Coordinator and CO IM team.
  • Ensure all IM systems align with SCI data protection and data management policies.

2. Dashboard Development & Data Visualization:

  • Lead the design, development, and maintenance of interactive dashboards (e.g. Power BI) for Gaza field office programmes.
  • Support the Country Office in standardizing and updating dashboards for cross-area and multi-sector reporting.
  • Ensure dashboards reflect real-time, accurate, and disaggregated data to support decision-making.
  • Translate programme data into visual insights and trends for MEAL, programme, and senior management teams.

3. Data Management & Programme Tracking:

  • Maintain and update core programme databases, including attendance databases, output trackers, master datasets, and beneficiary lists.
  • Ensure data cleaning, validation, and reconciliation across systems (e.g. IPTTs, activity reports, beneficiary databases).
  • Lead the area-based IPTT management, ensuring monthly updates, accuracy, and alignment with programme reports.
  • Support reporting requirements on the level of Gaza field office and Country office including Total Reach, oPt humanitarian response, sectors reach and trackers 4 Ws and 5Ws.etc.

4. Data Quality Assurance (DQA):

  • Conduct regular data verification, audits, and spot checks to ensure validity, reliability, precision, and timeliness.
  • Ensure proper use of data collection tools, attendance sheets, and digital systems across programme locations.
  • Identify and address data gaps, inconsistencies, and risks in coordination with programme teams.
  • Ensure compliance with data management protocols and documentation standards (hard and soft copies).

5. Capacity Building & System Rollout:

  • Train and orient programme staff, partners, and field teams on:
  • Use of CommCare and digital tools
  • Data collection methodologies
  • Attendance tracking and reporting tools
  • Provide continuous on-the-job support and coaching to improve data literacy and system usage.
  • Develop simple user guidance and SOPs for IM systems and tools.

6. Monitoring & Field Support:

  • Conduct regular field monitoring visits to ensure:
  • Proper use of tools and systems
  • Accurate data collection and reporting
  • Support programme teams in data collection processes, including PDMs, FGDs, exit interviews, and assessments.
  • Ensure timely submission of complete and accurate data from field teams.

7. Analysis, Learning, Reporting and Coordination:

  • Analyse data to identify trends, gaps, and programme performance issues.
  • Contribute to needs and gap analysis across sectors.
  • Work closely with Gaza MEAL Coordinator, programme teams, and CO IM team to ensure alignment of systems and reporting.
  • Provide inputs to internal and external reports, ensuring data accuracy and consistency.

8. General

  • Comply with NGO policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Ensure adherence to SCI data protection policies, Child safeguarding policies, Core Humanitarian Standards and Sphere standards
  • To perform such other responsibilities as agreed with your line management.

QUALIFICATIONS and Experience

Essential

  • Education bachelor’s degree in information management, Statistics, Computer Science, Data Science, Social Sciences, or a related field with a Master’s degree or additional certifications in Data Management, Monitoring & Evaluation, or Information Systems considered an asset.
  • At least 3-5years of experience in Information Managements (including, database design and management) preferably with 1 year IM related experiences in INGOs; MEAL
  • Proven experience in designing and managing digital data collection systems (e.g. CommCare, Kobo Toolbox, ODK).
  • Demonstrated experience in building and maintaining dashboards (e.g. Power BI, Excel, or similar visualization tools).
  • Experience in data cleaning, validation, and large dataset management, including IPTTs and beneficiary databases.
  • Previous experience in capacity building and training staff on data systems and tools.
  • Ability to visualize and communicate data effectively through clear, engaging infographics and interactive dashboards, with working knowledge of tools such as Microsoft Power BI
  • Excellent planning, coordination, and reporting skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities
  • Strong communication, influencing and interpersonal skills in English, with experience working in multicultural, multi-location, values driven teams
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances
  • Good reporting and analytical skills

Essential Technical skills:

Strong hands-on experience with:

  • CommCare (form building, deployment, troubleshooting)
  • KoboToolbox / mobile data collection platforms
  • Power BI or similar dashboarding tools
  • Advanced Excel (data cleaning, pivot tables, data analysis)
  • Solid understanding of: Data quality standards (validity, reliability, precision, integrity), Database management and data workflows, Familiarity with data protection and data management policies.

Desirable:

  • B.Sc. in Computer Engineering or related field
  • Background of implementing effective M&E systems and/or accountability mechanisms in emergency responses
  • experience with multi-sector humanitarian programming (e.g. CP, Nutrition, WASH, Cash).

Language:

  • Fluency in Arabic (required).
  • Good command of English (written and spoken)
