The Opportunity – MEAL (Monitoring, Evaluation, Accountability & Learning) and Information Management (IM) Officer

Post location: Gaza Field Office - Rafah and subject to change based on SC priorities and response in Gaza.

Contract Duration and Level of Effort: until 31st December 2024, with a possibility of extension based on available funds.

ROLE PURPOSE:

The purpose of this role is to ensure that all data and information that is being generated from the field following implementation of project activities is well organized and ready to use for reporting purposes to various donors, clusters and internal use of SCI.

SCOPE OF ROLE:

Reports to: Gaza MEAL Manager

Staff reporting to this post: None.

KEY AREAS OF ACCOUNTABILITY:

  • Enter programme data, consolidate and clean databases, including activity trackers, attendance databases and output tracker, master data set and other programme trackers used within the areas of the implementations.
  • Conduct regular field monitoring visits, to ensure data collection (disaggregation of data, use of attendance sheets and other tools) is done properly.
  • Ensure that the information from the field is complete and submitted in a timely manner by programme teams.
  • Support programme teams with data collection processes.
  • Ensure proper filing of documents in both hard and soft copies.
  • Train the supervisors on the programme centres on the filling of the attendance records and use of the tools.
  • Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter, Core humanitarian standards and Code of Conduct.

Comply with the organization policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures

  • Support implement information management systems in field level, roll out necessary data collection tools for all programmes with the support from MEAL coordinator.
  • Validate data from the field, review and prepare project IPTTs on a monthly basis and make sure it matches with Program Activity Report.
  • Provide technical input in maintaining, reviewing and developing an effective information management system in coordination with the project management teams and the MEAL team.
  • Support in data collection of surveys (including baselines and end lines and RNAs), monitoring tools and processes (for example, post distribution monitoring, Focus Group Discussions, exit interviews and other quantitative and qualitative tools).
  • Enhance capacity, train, support program/ IM/MIS Assistants/ partners for rolling out necessary data collection in all projects.
  • Lead on the area-based IPTT, ensuring the data collected is cleaned and validated, and that IPTTs are shared with relevant stakeholders on a monthly basis and reconcile among Database and BENs lists.
  • Compile monthly activity reports, review inputs from programme team and consolidate per area, and ensure data is cleaned and ready for use;
  • Support the MEAL Coordinator with data collection and inputs for the 4W matrix.
  • Support MEAL Coordinator for annual/ quarter reporting such as Total Reach/ CAR/ GRP indicator.
  • Support the MEAL Coordinator with attendance, pre and post test data collection, analysis and reporting.
  • Support MEAL Coordinator for documenting all reach in distribution activities
  • Train programme staff on attendance sheets, activity trackers and other relevant tools; regular field visits to ensure tools are used appropriately.
  • Regular Field Monitoring Visits and conduct periodic service records register review to ensure data flow and all data of attendance sheets or tools on the ground are in line with the organisation protocols and system.
  • Support MEAL officer/ assistant monitoring data quality (e.g. validity, reliability, precision) through data audits and checks
  • Based on the data collected, conduct needs and gap identification for the relevant sector
  • Ensure data is regularly updates on SharePoint, under the direction of the MEAL Coordinator
  • Ensure that Save the Children data management policy is followed in ensuring that data is safe, secure and protected.

General

  • Comply with NGO policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Help be responsible for the security of all staff. Ensure that the security, health and wellbeing of staff are ensured and staff management and other processes and policies and systems reflect the NGO's principles of equity and fairness.
  • To perform such other responsibilities as agreed with your line management.

In order to be successful, you will bring/have:

QUALIFICATIONS, EXPERIENCE AND SKILLS

Essential

  • Education to BSc/BA/BEng level or equivalent
  • At least 3-4 years of experience in Information Managements (including, database design and management) preferably with 1 year IM related experiences in INGOs.
  • Strong skills in excel and other data management software
  • Experience in knowledge and database management
  • Working knowledge of data/statistical programmes e.g. Power BI and SPSS
  • Excellent planning, coordination, and reporting skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities
  • Strong communication, influencing and interpersonal skills in English, with experience working in multicultural, multi-location, values driven teams
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances
  • Good reporting and analytical skills

Desirable:

  • B.Sc. in Computer Engineering or related field
  • Background of implementing effective M&E systems and/or accountability mechanisms in emergency responses
  • Use and experience in digital data collection such as KOBO
  • Use and experience in data analysis tools, especially Power BI
