Job Description

SCOPE OF WORK: The IRC is seeking an experienced individual with a background in MEAL for the position of MEAL Manager to provide technical support to protection and Women Protection and Empowerment programming teams in the design and implementation of MEAL systems, including data management tools; and to support program MEAL staff capacity building. The MEAL Manager - WPE and Protection is a member of IRC Myanmar’s core MEAL Unit, which provides MEAL technical support to program teams and project-based MEAL staff in line with identified needs across the program portfolio. This position reports to the Measurement, Accountability & Learning (MA&L) Coordinator and works closely with technical staff in Yangon and program and MEAL staff at field level.

Duties and Responsibilities:

- Collaborate with the MA&L Coordinator to continue to identify areas for improvement and make improvement to data management tools across the protection portfolio. - Provide direct technical support in the development/refinement and use of data collection and management tools, with an emphasis on data quality, linked to required project/program measurements. - Assist project/program staff to understand the databases/measurement tools developed, and make corrections or improvements to them as needed. - Participate in proposal development processes as needed to provide technical support to the development of M&E frameworks/log frames, budgets and plans. - Participate in project M&E planning meetings and workshops at program design and start-up to identify processes to effectively collect, use, and respond to monitoring data and to map out the nature of technical support required. - Work with Programs/Grants staff to ensure internal reporting formats and related databases align with approved project log frames, monitoring and evaluation plans, etc. - Contribute to, actively participate in, and as requested facilitate, regular data review meetings. - As needed, provide direct support to assessments, surveys, evaluations with the protection programming portfolio (and collaboration on other program assessments as requested), including technical support to develop tools, train data collectors, and analysis. - Contribute to needs assessments and Real Time Evaluations on emergency responses, ensuring that beneficiary perspectives are adequately represented. - Support implementation of rapid needs assessments in the event of emergencies. - Support the development and management of a central database of key indicators and progress tracking to include data from protection programming field teams. - Ensure that project M&E processes are compliant with IRC global Monitoring for Action standards. - Ensure IRC senior management team and Program Coordinators understand and are aware of the Information Sharing Protocols and restrictions on sharing IMS data. - Identify capacity gaps through capacity assessment and on-job support to program implementation and M&E staff, and provide training where appropriate. - Train IRC and partner staff on M&E core concepts and on specific techniques and/or reporting needs. - Translate tools and standard operating procedures from English to Myanmar. - Other duties as identified in collaboration with the M&E Coordinator.

Qualifications

- BA or equivalent degree in social science, systems science, or related fields. - At least 5 years of experience working on program M&E in a humanitarian UN / INGOs / LNGO context - Demonstrated high level skills in program M&E including experience developing M&E tools and systems - Experience in managing and analyzing qualitative and quantitative data - Experience in designing and implementing/managing assessments and surveys. - Fluent written and verbal Myanmar and English. - Experience with capacity building and on-job mentoring. - Excellent database, data management and data analysis skills, with experience using at least two software applications such as Microsoft Excel, Access, SPSS, STATA, Epi-data, Epi-Info, BI Models (Power BI, Tableau and others) - Experience working with vulnerable, disempowered and marginalized groups. - Willing to travel extensively to programs implementing hard to reach rural areas. - Experience and skills in capacity building and mentoring program teams. - Ability to work well under pressure, long work hours, and high workload. - Ability to independently organize work and prioritize tasks. - Self-motivated, honest, highly responsible, and punctual. - Ability to work both independently and as part of a team.

Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
