Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Monitoring, Evaluation, Accountability and Learning and Grants Officer.

About the job

The Monitoring, Evaluation, Accountability and Learning and Grants Officer will be an integral member of the Program Development and Quality department led by the PDQM and will support the effective monitoring and evaluation, as well as reporting, for programmes aimed at protecting and promoting the safety, rights and agency of migrants, refugees and other vulnerable populations across DRC Algeria and Tunisia operations. To this end, the MEAL and Grants Officer will be responsible for conducting monitoring visits, data collection and analysis, supporting tool design, collecting M&E information from field sites and activities, coordinating timely and quality donor reporting linked to DRC’s and DRC’s partners activities across Tunisia and Algeria. This position will be working under day-to-day supervision and technical line management of the Program Development and Quality Manager. Your main duties and responsibilities will be:

  • Monitoring and Evaluation:

  • Conduct data collection in accordance with the M&E plan, including use of various monitoring and assessment tools, such as surveys, focus group discussions, interviews, and pre- and post- training questionnaires

  • Provide a first analysis of data collected, including data verification and data cleaning
  • Gather feedback from beneficiaries and community stakeholders on activity implementation, outcome and impact
  • Contribute to the design and translation of M&E tools
  • Maintain the DRC Beneficiary Complaints and Feedback Mechanism to ensure accountability to the targeted communities.
  • Update programme indicator performance tracker on a monthly basis
  • Ensure monitoring schedule, data collection targets, and reporting deadlines are adhered to
  • Uphold the professional standards related to the provision of humanitarian assistance, as well as DRC's Code of Conduct, and ensure their compliance within project activities
  • Liaise with programme teams to regularly organize and conduct monitoring visits to target communities to monitor implementation quality and progress
  • Assist with other duties as required by the PDQM and MEAL Specialist

  • Accountability

  • Support the implementation of DRC’s beneficiaries’ feedback and complaints mechanism.

  • Support the piloting of accountability tools and activities.

  • Support the mainstreaming of Core Humanitarian Standard (CHS) on accountability.
  • Support the implementation of participatory and community-based approaches.
  • Sensitize beneficiaries, staff and stakeholders on accountability activities of DRC including feedback and complaint mechanism and its guidelines and procedures
  • Ensure that programme activities are compliant with DRC accountability framework and principles.

  • Ensure beneficiaries are treated with respect, confidentiality and informed consent.

  • Contribute to solving problems and conflicts that might occur during activities and respond to minor complaints coming from beneficiaries.

  • Learning:

  • Contribute to organizational learning through support of programme in learning documentation.

  • Document lessons learnt based on monitoring activities.
  • Conduct relevant data collection activities to further advance organizational learning.

  • Reporting:

  • Draft monitoring reports recording results of monitoring activities (progress and quality). As necessary, contribute requested MEAL inputs towards monthly or quarterly donor reports.

  • Support the PDQM and Grants Specialist in reporting workflows and processes between programme teams, senior leadership, and HQ to ensure the timely and quality development and review of reports.
  • With inputs from programme and support departments, help develop and prepare high-quality, timely reports for donors, partners, and government on programme progress, ensuring all donor reporting requirements are met and strategically positioned to demonstrate DRCs leadership in programming in the country context.
  • Coordinate and prepare full, complete draft of reports before review by PDQM.
  • Facilitate review of donors’ reports by the management, regional office, and headquarters as needed, incorporate feedback received, and address all questions and comments.
  • Ensure that data reported to donors is accurate, complete, and consistent.

  • Coordinate response to any questions and comments from donors on reports submitted.

  • Track submission of reports to donors through the appropriate submission channels and file all reports together with submission emails appropriately on SharePoint and DRC Dynamics

  • Operations:

  • Complete all necessary operations support tasks (relating to role), including related to administration, finances and logistics, in compliance with internal directive and policies as communicated by the PDQA Manager and/or the relevant DRC support departments.

  • Other:

  • Facilitate links between M&E and programme department activities as necessary

  • Support the PDQM in ensuring accurate grants-related documentation in soft and hard versions is appropriately filed and communicated across teams.
  • Conduct other tasks as requested by the line manager for the effective implementation of DRC’s project

About you

To be successful in this role we expect you to have at least 2 years of professional experience with an international development organisation. Moreover, we also expect the following:

Required

  • Minimum 2 years M&E experience with an INGO or NGO providing humanitarian assistance
  • Sufficient knowledge and understanding of Core Humanitarian Standard
  • Skills and experience in project/program planning, reporting, monitoring and evaluation
  • Willingness to travel and visit field

  • Self-motivated and organized with a demonstrated capacity to manage time and personal work plan;

  • Experience using survey and/or database software and tools
  • High-level of computer literacy (knowledge of MS Excel and Word)
  • Undergraduate degree in development studies, international relations, economics or other social sciences, or related field.
  • Bachelor degree/ in social sciences, humanities, quantitative/qualitative research methods, public health, any other related field
  • Fluency in written and spoken French and Arabic – English a very strong asset

Desirable

  • experience with monitoring reporting and data analysis, and donor reporting/Grants management
