OWSD provides research training, career development, networking and capacity building opportunities for women scientists throughout the developing world at different stages in their careers. Long Description ---------------- The PhD Fellowships scheme is OWSD’s flagship programme. Young women from Scientifically and Technologically Lagging Countries (STLCs) undertake PhDs at a host institution of recognized research excellence in the South. Since 1998, OWSD has awarded 551 fellowships. The scope of OWSD's programmes was considerably expanded with the launch (in 2018) of the Early Career (EC) fellowships, a prestigious award of up to USD 50,000 over a 3-year period. The OWSD Secretariat also runs a high-profile awards scheme. Underlying all OWSD programmes is a membership network of women scientists living in developing countries as well as OWSD National Chapters, which organise events and provide resources and training opportunities for local girls and women in STEM. As of September 2022, OWSD had 8,900 active members and 51 National Chapters. Long Description ---------------- OWSD provides regular updates for donors, members, and stakeholders showing the impact and success of the programme as well as indicating areas for improvement and adjustment. As such, OWSD is seeking an experienced consultant to guide design and implementation of a new phase in OWSD Monitoring, Evaluation, and Learning. Long Description ---------------- During the 2017- 2021 programme phase, OWSD invested significant efforts in strengthening its monitoring systems across all programmes. In 2022-2026, the secretariat will continue to further digitalize its data collection mechanisms by transferring and developing additional online reports and synchronizing the information across internal databases and with the website. Additionally, OWSD has been working to strengthen strategic planning, aiming to review its MEAL framework in 2022, working also alongside the UNESCO Results Based Management (RBM) Unit. One of the aims is to further anchor the OWSD programmes to the 2030 and 2063 Agendas and to the 41 C/4 and 41 C/5, and to set the stage for results-oriented programmes, also aiming to highlight existing interlinkages and synergies (and help develop new ones) between OWSD, UNESCO, and sister organisations TWAS and IAP. **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) Professionalism (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- ***Education*** - Minimum Master’s degree or equivalent in Social Research, Public Policy, Development Studies, International Relations, or related field of studies; - PhD in one of the above listed fields or other relevant discipline an asset. ***Work Experience*** - At least 5 years of progressive experience in undertaking and managing evaluations of projects/programmes/initiatives, preferably in International Development and ideally in the context of educational, capacity building, or higher education programmes in developing countries; - Demonstrable experience and familiarity with gender, especially gendered dynamics in STEM fields, and familiarity with academic/research/S&T mobility and capacity building programmes, especially South-South; - Sound understanding of gender, education, sustainable development related topics; - Good record of accomplishment in conducting evaluations and technical and analytical report writing; - Experience in developing or assisting development of tools, databases, and technical systems for capturing M&E data; - Knowledge of UNESCO or other RBM monitoring frameworks; - Lived or direct experience of higher education and capacity building programmes in developing countries an asset; - Fluency in English. ***Supervisory arrangements*** The Consultant will be supervised by the OWSD Programme Coordinator, and will work closely with the OWSD Associate Programme Manager. **SELECTION AND RECRUITMENT PROCESS** ------------------------------------- Please note that all candidates must complete an on-line application and provide complete and accurate information.
