You have:

  • Bachelor’s degree in social/development sciences/economics/information technology or other related subjects
  • At least 2 years' experience in development, humanitarian context working for non-government organizations and in the related field (MEAL Assistant Level)
  • Experience and knowledge in MEAL concepts; leading/conducting baselines and evaluations
  • Demonstrated organizational skills and abilities (detail-oriented individuals are preferred)
  • Demonstrated ability to understand and use Microsoft Office packages, especially Microsoft Excel
  • Good communication, presentation and analytical skills
  • Excellent interpersonal skills, including time management, and ability to work to meet the deadline
  • Ability to work collaboratively with colleagues across the organization developing effective working relationships to deliver outstanding results for children
  • Willingness to travel to field offices and work in difficult environments according to travel requirements

TITLE: MEAL Assistant (WASH)

TEAM/PROGRAMME: WASH LOCATION: Sittwe

CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

Under the supervision of Project Coordinator (WASH), MEAL assistant is responsible for conducting independent monitoring on the WASH activities, data processing, data validation and developing data associated with WASH staff for the project. S/he will ensure the quality of data entered and shared by project staff and share the lesson learnt of independence monitoring.

The MEAL assistant, with technical support from the Area MEAL coordinator and Country MEAL Team, under the direct supervision of Project coordinator (WASH) will lead MEAL functions in the WASH Program in Sittwe. The MEAL assistant will assist in the monitoring and evaluation of project activities, collecting data, analyzing it, and reporting on progress towards achieving project goals, and it will also support the accountability and learning process by facilitating feedback mechanisms.

SCOPE OF ROLE:

Reports to: Project Coordinator (WASH) and Head of Program (Project operation data)

Reports to: Area MEAL Coordinator (MEAL technical performance)

Direct Reports: None

Financial Approval: No financial approval

Travel: At least 2 or 3 visits (or) based on project requirements to project locations per month

KEY AREAS OF ACCOUNTABILITY:

 Work with the program team to develop data collection tools and ensure data collection forms/necessary materials are present at townships.

 With the support of WASH staff, compile, verify and provide required data for reporting to donors and SCI requirements

 Work with project team to regularly collect data related to project level indicators

 Follow on MEAL Plan or Monthly indicator Performance Tracking Table (lPTT) with respective responsible program staff to collect all data and information that is planned and maintain database including partner data report.

 Under the guidance of the CO MEAL team and Area MEAL coordinator, devise innovative and context specific approach to collect outcome level data for learning and accountability purposes.

 Develop and implement plans for quality benchmark monitoring in coordination with the project team for key activities.

 Conduct quality monitoring using checklists developed by the Technical Lead on a regular frequency by conducting field visits, focusing on programme quality aspects, discussing with relevant staff and sharing reports with relevant colleagues

 Be a custodian of quality action tracker for recommendations for improvement generated after quality benchmarks monitoring/use

 Share findings from quality monitoring with relevant project staff and facilitate the preparation of action plan to fill gaps from quality monitoring.

 Conduct follow-up monitoring visits to support implementation of action plans.

 Perform regular field visits to ensure the quality of data collected by project staff and to verify the accuracy of reported data

 Work closely with WASH field staff to plan, coordinate and priorities for preparing quality data reports for both internal and external purpose.

 Support team to collect data from source (usually field or communities) on a regular Frequencies outline in the MEAL Plan

 Maintain database for total reach, both direct and indirect by disaggregating data by gender, age, ethnicity and disability.

 Update and manage MEAL tracking tools (Output tracker, Accountability Tracker; Action Tracker; Indicator Performance Tracking Table, Project Evaluation and Research Tracker, Evaluation and research decomposing tool) for the project.

 Monthly update the indicator achievements on Project Reporting, information Management, and Evidence system (PRIME).

 Record the Quality Benchmark and community feedback on SCI's management information system (MIS) and track the progress to deliver findings, improvements, and learning to project leads.

 Assist Project Coordinator (WASH) and HOP in donor report preparation in coordination with Area MEAL- in particular, preparation of Dashboards to accompany Quarterly and semi-annual and annual reports.

 Work closely with the project team to support internal and external program/project evaluations, baseline and end-line assessments and final evaluations.

 Close working with respective program staff for regular PDM after distribution of kits (Hygiene kits or provided items if required.

 Ensure that we contribute technical guide and field context into WASH KAP (knowledge, Attitude and Practice survey.

 Work with the project team to develop and implement an accountability plan for the project in line with the Core Humanitarian Standards and the SCI Myanmar Accountability Standard Operating Procedures.

 Responsible for undertaking the project-related tasks assigned by line manager

EXPERIENCE AND SKILLS

Essential Desirable

 At least 2 years' experience in development, humanitarian context working for non-government organizations and in the related field (MEAL Assistant Level).

 Experience and knowledge in MEAL concepts; leading/conducting baselines and evaluations; Considerable knowledge of developing/reviewing programme frameworks and log-frames, data collection and storage methodologies, methods of analysis and interpretation.

 Demonstrated organizational skills and abilities (detail-oriented individuals are preferred).

 Demonstrated ability to understand and use Microsoft Office packages, especially Microsoft Excel.

 Good communication, presentation and analytical skills

 Excellent interpersonal skills, including time management, and ability to work to meet the deadline

 Experience working with Kobo Collect and Power Bl (desirable)

 Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure

 Willingness to travel to field offices and work in difficult environments according to travel requirements
