The Monitoring, Evaluation and Accountability Learning Assistant (MEAL) will be responsible for field level monitoring of the implementation of projects and supporting evaluation and learning processes. In addition, the position holder will ensure the effectiveness and functionality of Accountability Mechanisms. He/she will monitor projects’ MEAL activities and update the beneficiary database and data collection. He/she will lead other monitoring activities such as random checks of distributions or project locations, home visits to beneficiaries, and post-distribution monitoring (PDM) surveys and reports / post-implementation monitoring (PIM) surveys and evaluation exercise if needed.

The MEAL Assistant will work closely with the MEAL officer to implement best-practice monitoring and evaluation tools and assessments. These include training of casual workers on best practice approaches to data collection, including ensuring the respect for confidentiality and rights of beneficiaries. The MEAL Assistant will support the analysis of results and help develop products to disseminate the findings of surveys and assessments, including drafting assessment reports. The MEAL Assistant will be response for data collection activities in Gaziantep and Killis.

The assigned MEAL assistant will be based in the implementation office Killis/Gaziantep.

MAJOR RESPONSIBILITES:

70% 1. Monitoring and Evaluation:

  • Regularly visit the field and submit informative field monitoring reports that capture project outputs and provide regular summaries of key issues raised during field visits and make relevant recommendations
  • Carry out random spot-check field monitoring visits to partner sites and produce monitoring and verification reports
  • Conduct follow up monitoring visits for beneficiaries (via home visits, phone calls, etc.) for beneficiary satisfaction, to understand and respond to evolving vulnerabilities and needs within households and camps.
  • Carry out regular compliance monitoring (including verification of
  • contractor’s work, trainings, distribution, beneficiaries’ selection, and data) according to agreed systems, procedures and standards.
  • Monitor project implementation and progress of programmes by use of qualitative, quantitative and participatory approaches in data collection from stakeholders
  • Conduct qualitative data collection
  • Enter data from FGDs, shop monitoring, observations and KIIs, participate in data analysis and draft reports
  • Compile data from surveys using relevant and appropriate computer packages.
  • Conduct data quality checks in the field and ensure accuracy and completeness of survey questionnaires
  • Support the MEAL officer with drafting the Accountability action plans and ensure its implementation on time.
  • Participate in data collection and process monitoring processes such as PDMs, FGDs, exit interviews etc.
  • Provide supervision of enumerators during data collection
  • Conduct data quality checks in the field and ensure accuracy and completeness of survey questionnaires
  • Ensure the WV and IPs databases are updated on time.

20% 2. Accountability to Beneficiaries

  • Collect feedback and complaints of beneficiaries by answering the dedicated hotline
  • Collect feedback and complaints during distribution and any other activities using the dedicated forms
  • Reply to feedbacks and complaints in a timely manner respecting WV Internal Standard Operating Procedure
  • Monitor all feedback and complaints received, ensure action is taken and documentation is maintained
  • Communicate effectively with projects CRM focal points to follow up on the different feedbacks and complains per to the protocols
  • Coordinate with the accountability team field staff to make sure of all feedback and complains are address and recorded in the proper way
  • Ensure that beneficiaries are kept fully informed of progress as per as WV Internal Standard Operating Procedure
  • Share the updated information provision materials on regular basis through the preferred methodologies to the targeted beneficiaries taking into consideration that key information reaches beneficiaries and marginalized groups through a number of methods.
  • Ensure to be informed and aware of the projects activities to make sure to provide accurate information (in case information is missing ask the Program Manager)
  • Conduct and consultation activities as required
  • Coordinate with the MEAL officer to ensure that CRM mechanisms are in place.
  • Plan and conduct the Accountability activities for the implemented projects in the area with the MEAL officer

5% 3. Research and Learning

  • Support the MEAL officer, Accountability officer and the MEAL Officer with the implementation of Accountability activities

5% 4. Miscellaneous

  • Plan with MEAL Officer, Accountability officer and MEAL Officer for data collection needs and activities
  • Participate and attend local and international capacity building events as required
  • Ensure that hard copies of data collected is kept at project sites
  • Conduct data quality checks in the field and ensure accuracy and completeness of survey questionnaires
  • Assist MEAL Officer and MEAL Coordinator in MEAL documentation of information
  • Ensure quality control of data collected from the field based on completeness, reliability, validity, timeliness and integrity
  • Prepare informative field reports, identify shortcomings and make relevant recommendations regularly.

Required Professional Experience

  • Minimum one to two years of experience in working in a relief or development NGO with a focus on MEAL processes

Required Education, training, license, registration, and certification

  • BS Degree in international development, international relations, public health, nutrition, statistics, community development, or other relevant discipline is required

Preferred Knowledge and Qualifications

  • A Bachelor’s degree in; development work, statistics, social sciences, monitoring and evaluation, information technology or related field.
  • Additional experience with refugees, emergency response and NGO experience preferred.
  • Computer skills, in particular email, Microsoft Word, PowerPoint and Excel. Working knowledge of SPSS an added advantage.
  • Fluency in Arabic and Turkish is required, and ability to write and speak English.
  • Good report writing skills.
  • Detailed oriented and able to verify data quality.
  • Strong communication skills (Strong interpersonal skills.).
  • Good contextual knowledge of the local community and social/cultural constraints, realities and organizational relationships.
  • Inspires trust within/outside of the organization.
  • Develops high levels of credibility and accountability.
  • Stays open to internal and external feedback.

Travel and/or Work Environment Requirement

  • The position requires 90% of the time to be field-based and 10% at office level
  • Position requires willingness and ability to continue to function during a crisis, including during a World Vision response to a manmade or natural disaster.
  • The position requires availability and willingness to work outside regular office hours occasionally.

Language Requirements

  • Excellent written Arabic and Turkish, with fluency in speaking Turkish, Arabic.
  • Ability to write good quality reports in English is preferable.
