You have:

  • Completed 14th grade, with a preference for university degree in development studies, social sciences or any other field.
  • Two years proven experience in MEAL/M&E as MEAL Assistant, MEAL Officer and MEAL Senior Officer.
  • Previous working background of MEAL/M&E department for covering programming areas of education, health and nutrition, child poverty, child protection, food security, and livelihoods among others.
  • Good communication (both oral and written) in English and local languages, people skill for conflict resolution and negotiation.
  • Computer proficiency, especially related to professional office software packages (Microsoft Office).

KEY AREAS OF ACCOUNTABILITY: The main areas of accountability and responsibility of this post is to implement Monitoring, Evaluation, Accountability, and Learning activities for the assigned project(s) in designated operational areas. Details are below.

 Assist MEAL Coordinator in carrying out the baseline, endline and internal evaluation surveys, analysing the data and draft reports.  Support in implementation of the MEAL systems.  Support in development of performance monitoring framework to measure progress, effectiveness, efficiency, and achievement of the expected results, specifying qualitative and quantitative indicators, data sources, and data collection methods.  Conduct quality routine monitoring field visits of Nangarhar projects (and in other service east areas if need) and ensure activities progress alignment with the initial plan.  Update the CP databases on monthly based.  Work closely with project staff to ensure accountability systems are in place that engage beneficiaries and stakeholders in evaluations, impact assessments and research.  Assist the project team in day-to-day monitoring of the project in the overall implementation and management of monitoring, evaluation, accountability and information management for a high quality, innovative and effective learning programme.  Support in development of outputs and outcomes indicator tracking sheet, indicator performance tracking tools IPTTs and output tracker and establish training targets which link to project activities.  Supporting program staff with provision of data collection tools development, deployment, and supervision of use.  Establish and support the implementation of a data management system to inform planning, implementation, monitoring, evaluation, accountability, and learning.  Undertake regular visits from the targeted areas to support monitoring, evaluation, impact assessment processes and accountability processes.  Document the progress of programme activities against agreed indicators  Collect accurate and timely data of programme activities.  Prepare reports as required on the programming activities for internal, donor and beneficiaries.  Development of case studies to capture qualitative outputs of the project.  Feed quality benchmark narration into MIS.  Update project’s indicators status and achievement level into MIS.  Any other tasks assigned by the line manager BEHAVIOURS (Values in Practice) Accountability:  holds self-accountable for making decisions, managing resources efficiently, achieving and role modelling Save the Children values.  holds the team and partners accountable to deliver on their responsibilities - giving them the freedom to deliver in the best way they see fit, providing the necessary development to improve performance and applying appropriate consequences when results are not achieved.
