Implement MEAL activities for projects, ensuring quality monitoring and evaluation.

You have:

• Completed 14th grade, with a preference for university degree in development studies, social sciences or any other field.
• Two years proven experience in MEAL/M&E as MEAL Assistant, MEAL Officer and MEAL Senior Officer.
• Previous working background of MEAL/M&E department for covering programming areas of education, health and nutrition, child poverty, child protection, food security, and livelihoods among others.
• Good communication (both oral and written) in English and local languages, people skill for conflict resolution and negotiation.
• Computer proficiency, especially related to professional office software packages (Microsoft Office).

KEY AREAS OF ACCOUNTABILITY: The main areas of accountability and responsibility of this post is to implement Monitoring, Evaluation, Accountability, and Learning activities for the assigned project(s) in designated operational areas. Details are below.

 Assist MEAL Coordinator in carrying out the baseline, endline and internal evaluation surveys, analysing the data and draft reports.  Support in implementation of the MEAL systems.  Support in development of performance monitoring framework to measure progress, effectiveness, efficiency, and achievement of the expected results, specifying qualitative and quantitative indicators, data sources, and data collection methods.  Conduct quality routine monitoring field visits of Nangarhar projects (and in other service east areas if need) and ensure activities progress alignment with the initial plan.  Update the CP databases on monthly based.  Work closely with project staff to ensure accountability systems are in place that engage beneficiaries and stakeholders in evaluations, impact assessments and research.  Assist the project team in day-to-day monitoring of the project in the overall implementation and management of monitoring, evaluation, accountability and information management for a high quality, innovative and effective learning programme.  Support in development of outputs and outcomes indicator tracking sheet, indicator performance tracking tools IPTTs and output tracker and establish training targets which link to project activities.  Supporting program staff with provision of data collection tools development, deployment, and supervision of use.  Establish and support the implementation of a data management system to inform planning, implementation, monitoring, evaluation, accountability, and learning.  Undertake regular visits from the targeted areas to support monitoring, evaluation, impact assessment processes and accountability processes.  Document the progress of programme activities against agreed indicators  Collect accurate and timely data of programme activities.  Prepare reports as required on the programming activities for internal, donor and beneficiaries.  Development of case studies to capture qualitative outputs of the project.  Feed quality benchmark narration into MIS.  Update project’s indicators status and achievement level into MIS.  Any other tasks assigned by the line manager BEHAVIOURS (Values in Practice) Accountability:  holds self-accountable for making decisions, managing resources efficiently, achieving and role modelling Save the Children values.  holds the team and partners accountable to deliver on their responsibilities - giving them the freedom to deliver in the best way they see fit, providing the necessary development to improve performance and applying appropriate consequences when results are not achieved. EXPERIENCE AND SKILLS Essential  Two years proven experience in MEAL/M&E as MEAL Assistant, MEAL Officer and MEAL Senior Officer  Previous working background of MEAL/M&E department for covering programming areas of education, health and nutrition, child poverty, child protection, food security, and livelihoods among others  Maturity and confidence in dealing with the staff of government institutions, and communities.  Good communication (both oral and written) in English and local languages, people skill for conflict resolution and negotiation.  Computer proficiency, especially related to professional office software packages (Microsoft Office).
