MEAL and GIS Senior Coordinator

The role

We are currently looking for MEAL and GIS Senior Coordinator based in Vientiane Capital

Role Purpose

Save the Children International (SCI) together with WMP and the Ministry of Health implemented Phase 1 in Laos PDR in 2022-2023 across 32 villages in Chanthabouly and Xaysettha districts, Vientiane. The new scale-up Phase II, SCI will continue collaboration with the Department of Communicable Disease Control of the Ministry of Health (DCDC, MOH) and WMP with an overall goal of contributing to the reduction of dengue transmission in Laos. SCI will work with the Ministry of Health and the provincial health offices in the selected locations in Vientiane Capital to support releases of Wolbachia-carrying Ae. aegypti.

The MEAL and GIS Senior Coordinator is responsible for the domain areas of GIS, Data Administration & Information Management, as well as the quality design, monitoring, evaluation and knowledge management. This includes the production of maps for the mosquito releases, summary tables, graphs & raw data extracts, follow up workplan and indicator on MOU to make sure that we can hit our target with the high quality. It also involves assisting colleagues and village health volunteers to use the applications on mobile devices, to success the field deployment.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREA OF ACCOUNTABILITY

Ensure they and their team fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.

Conduct themselves and ensure their team conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.

That child safeguarding is integrated and given a “voice” in all management processes including recruitment, induction, performance management, team meetings, annual planning processes, field level monitoring, etc.

  • Collect and manage project-related information from various sources; eg, population, temperature & rainfall data, municipal zoning, physical and built environment data.
  • Prepare documentation as required, including metadata, specifications, user guides and reports;
  • Provide ongoing advice and support to field and laboratory-based project staff on data capture, storage and export;
  • Maintain mobile devices and provide training to staff on their use in the field;
  • Provide support for the report to donor and government;
  • Support the government partners and SCI health team to regular document and share lessons learnt at appropriate forums. Lead on the design and implementation of health and nutrition and KAP survey including sampling size, sampling methods and data analysis;
  • Administer WMP’s custom entomology information system (“CoreData”) and Dashboard.
  • Assist in implementing new information systems, and suggest updates to existing systems;
  • Co-manage SCI SharePoint and Google Drive document libraries and for project;
  • Run validation processes & quality assurance to maintain high data quality;
  • Participate in global & regional working-group meetings run by the global World Mosquito Program Digital Services team.
  • Supervisory: Supervise staff to assist in these duties if required.
  • Participate in other SCI/project activities where required.
  • Regular travel to project sites.
  • Support the technical team for access to the data source such as DHIS2 for data analysis and decision making.
  • Support the Head of REALM for some MEAL work in Country office.
  • Manage and coordinate for data collection as per Logframe and MEAL plan.
  • Data entry and validate of participant tracking list and data disaggregation.
  • Track on data collection and follow up with PO and local Partners as required.
  • Make sure that best practices are documented and share internally.
  • Monitor and report on Quality Benchmark and Accountability regularly.
  • Support DDDiL Project staff to validate data on IPTT in PRIME system.
  • Support the Project manager to monitoring for the indicator and outcome closely to make sure we can hit all target on time with quality.

Qualifications

• A postgraduate qualification in GIS, Computer Science, or another relevant field, from a university

• Qualification in research methods or monitoring and evaluation is desirable.

Experience and Skills

Essential

  • At least 4-5 years’ experience in data and GIS management at a recognized institution.
  • Experience monitoring and evaluation on projects.
  • Previous experience implementing on dengue project or other health project.
  • Demonstrated experience managing complex information within a medium to large organization, ideally with an international focus.
  • Experience providing operational support to field teams is desirable.
  • Experience sourcing and working with local-scale government geospatial data or health/epidemiological information is an advantage.
  • Experience with desktop GIS applications (eg ESRI suite, QGIS), database management platform (eg SQL server, PostgreSQL) and at least one of the following: data visualization software (eg R, Prism); management of Google G-Suite.
  • Demonstrated specialist skills in at least one of the following: geospatial analysis; data analysis and visualization; management of data through administration consoles.
  • Demonstrated experience maintaining relational databases.
  • High-level English comprehension, both spoken and written.
