This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

As an active WHO Somalia team member, efficient, timely, responsive, client-friendly and high-quality support rendered to WHO Somalia Reproductive, Maternal, Newborn, Child & Adolescent Health (RMNCAH) unit and its beneficiaries in the accomplishment of her/his functions, including: o Technical support to Partners and Ministry of Health in the field of RMNCAH o Develop annual workplans for RMNCAH. o Field visits for monitoring and supervision. o Facilitation in Drafting of proposals for Maternal and Child health. o Formulating assessment tools for Reproductive, Maternal and child health when required.

Within the delegated authority and under the supervision of [ RMNCAH Lead] or his/her designated mandated representative(s), the Maternal & Child Health officer will:

•Provide technical assistance to MoH and partners on the design and implementation of maternal, newborn and child health promotion programmes and healthcare services; •Provide technical assistance for development of maternal, newborn and child health policies and programme implementation including those related to Maternal Perinatal Death Surveillance and Response (MPDSR), prematurity, essential newborn care, breast feeding, care for low birth weight infants, birth defects, Integrated Management of Childhood Illnesses (IMCI), early child development, nurturing care framework and pediatric mortality review; •Support monitoring of maternal, newborn and child health programs and progress tracking for the related Sustainable Development Goal targets; •Liaise with relevant partners and strengthen inter-stakeholder collaboration with Government, UN agencies, professional associations and NGOs to support effective policy development and implementation; •Support MOH in the technical and administrative implementation of MOH/WHO collaborative programmes for maternal, newborn and child health, including development of workplans, proposals, monitoring, evaluation and reporting on implementation.

•Experience at the national and/or international level working in maternal, newborn and child health program as well as working in the UN or other international development organization is an asset. •Advanced training in maternal, newborn and child health. •Excellent oral and written skills; excellent drafting, formulation, reporting skills; •Accuracy and professionalism in document production and editing; •Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; •Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; •Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; •Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; •Desirable: valid national driver’s license and proven ability to drive manual gear 4x4 over rough terrain; (if not applicable, delete) •Sound security awareness

Somalia (Hargeisa/Somaliland) is a non-family duty station and the volunteer will be subject to the overall direction and guidance of the UN Designated Official (DO) for security. This is usually the UNDP Resident Representative. The volunteer will be incorporated into all applicable security protocols and will be required to strictly adhere to the guidelines, security plans and other directives issued by the DO.

Hargeisa is now medium security level and therefore all international staff members are required to use Armoured Vehicle when moving within and outside Hargeisa. Access to markets are limited to difficulties of moving around without armored vehicle and are subject to UNDSS advise of having an accompanying national staff when visiting the markets. Access to restaurants and cafes and other public spaces are not allowed due to high level of security.

Accommodation in Baidoa is only permitted in UNSOS/UNSOM compound inside the AMISOM Protected Area WHO has an armoured vehicle for use of its staff in Baidoa as well as an office space with internet connection within the UN compound. The Volunteer will follow all other UNDSS rules and regulations for living and accommodation.
