Result of Service To support UNICRI in updating and assessing its business case, data analytics, and viability to support delivery of Master-level degree based professional and academic learning activities in view of the recent pandemic, current global economic turmoil, changes in the international criminal justice and crime prevention landscape and strategic priorities, and new and advanced learning tools, including changes to the digital and hybrid education landscape.

Work Location This is a home-based assignment with travels to UNICRI HQ in Turin Italy, when needed.

Expected duration 5 months (50 working days) From March through April 2023

Duties and Responsibilities Background of the assignment: United Nations Interregional Crime and Justice Research Institute (UNICRI) is a United Nations entity established in 1968 to support countries worldwide in preventing crime and facilitating criminal justice. UNICRI is mandated to assist intergovernmental, governmental and non-governmental organizations in formulating and implementing improved policies in the field of crime prevention and criminal justice. UNICRI's goals are: - to advance understanding of crime-related problems; - to foster just and efficient criminal justice systems; - to support the respect of international instruments and other standards; - to facilitate international law enforcement cooperation and judicial assistance. Reflecting the threats and challenges identified through research and needs assessments, analyses of evolving trends, as well as feedback from partners, academics, civil society, policymakers and practitioners, the UNICRI Strategic Programme Framework 2023-2026 sets forth the following strategic priorities: - Countering Criminal Enterprises, Illicit Financial Flows, and Corrupt Practices - Preventing and Countering Transnational Security Threats, Terrorism, and Points of Nexus - Promoting the Responsible Use of New and Emerging Technologies to Address Crime and Exploitation - Preventing and Countering Violent Extremism and Radicalization - Promoting Rule of Law and Safeguarding Access to Justice Through a well-developed in-house capacity under the responsibility of the Training and Advanced Education (TAE) programme, UNICRI designs and delivers degree professional and academic learning activities. UNICRI’s flagship programme, in partnership with UPEACE, is the annual Master of Laws (LL.M.) in Transnational Crime and Justice. Moreover, UNICRI is planning to launch a new Masters of Laws in Cybercrime, Cybersecurity and International Law in 2023.

The Master of Laws (LL.M.) in Transnational Crime and Justice is designed for fee-paying professionals and university graduates seeking to specialize in the fields of international law dimensions of peace and conflicts, transnational crimes and transitional justice, humanitarian law, international criminal law and procedure, and international human rights law. Depending on each student’s background and interest, the programme is functional for careers in the legal and political sectors both at a national and international level as well in further academic studies. The academic curriculum of the Master programme is divided into a distance-learning Phase and a residential Phase, delivered through a combination of lectures, seminars and practical exercises. Upon successful completion, the LL.M. degree is conferred by UPEACE. The online Master of Laws (LL.M.) in Cybercrime, Cybersecurity and International Law aims at training fee-paying professionals and university graduates in international law and applied practices to investigate and combat malicious cyber activities, as well as at providing them with in-depth knowledge of existing cybercrime prevention strategies at various levels, with a focus on the international dimensions of cybercrime and cybersecurity. Students will also be trained in areas and disciplines related to law and cybersecurity, such as: criminology and social sciences, victimology, psychology, economics, organizational sciences, and computer science. The Cybercrime LL.M. is designed to train students into interdisciplinary legal experts able to analyse, prevent, investigate and counter cybercrime to serve communities, institutions, and businesses. The Cybercrime LL.M. will be carried out fully online, and it is complemented by a final 2-week optional series of workshops taking place at the United Nations Campus in Turin. Upon successful completion, the Cybercrime LL.M. degree will be conferred by UPEACE.

Specific tasks to be performed by the consultant: Under the supervision of the Senior Programme Officer (Deputy Director), in coordination with the TAE unit, and the overall guidance of the Director, the incumbent will perform the following tasks: Step One: Prepare brief inception report - Meeting with Director and Senior Programme Officer (Deputy Director) to discuss scope, methodology and timeline; - Prepare inception report outlining the key steps/methodology with specific deliverables and timeline; contextual analysis (2 pages)

Step Two: Review, assess and analyze - Review relevant UNICRI key documents (Statute, Strategic Programme Framework 2023-2026; recent UNICRI ECOSOC reports; MoU/Legal and financial agreements with UPEACE; Programme plans, status and achievements for TAE programme; TAE financial reports including reports on budgets and expenditures for LL.M.); - Assess the impact on the UNICRI LL.M. from the recent pandemic, current global economic turmoil, changes in the international criminal justice and crime prevention landscape and strategic priorities, and new and advanced learning tools, including changes to the digital and hybrid education landscape; - Analyse fees and modality for payment by LL.M. students, organization of Master courses and related partnership arrangements, modality for selection of students, and monitoring of financial information. - Analyse current business case, if any, guiding implementation of the UNICRI LL.M. - Provide a scenario analysis of best-practise fee-based models, with different student quantities and hybrid participation modalities; - Consult with relevant UNICRI staff and representatives of UPEACE to gain inputs on lessons learned, good practices and challenges faced in implementing the TAE Master-level courses.

Step Three: Prepare analysis report - Based on the analysis and consultation with UNICRI staff and UPEACE, prepare an analytical report that covers:

1. Finance section a. Financial appraisal: - Identify financial implications of continuation and expansion of delivery of Master-level courses - Compare costs against forecast benefits of Master-level courses - Ensure that delivery of Master-level courses is financially viable for UNICRI - Predict cash flow (income, expenditures) and identify key metrics for same

b. Sensitivity analysis: Review and assess the risks and look at alternative programme/delivery pathways by measuring the impact on the UNICRI LL.M. from relevant changes in the environment and context (e.g., pandemic, current global economic turmoil, changes in the international criminal justice and crime prevention landscape and strategic priorities, new and advanced learning tools, including digital and hybrid education).

2. Definition and organization of action a. Background information Brief overview of relevant context (problem, opportunity, or change of circumstances).

b. Benefits and limitations Describe financial and non-financial benefits for UNICRI regarding delivery of Master-level courses.

c. Business case identification and selection Identify potential solutions and recommendations to promote viability and sustainability of Master-level courses. This should include an analysis and possible change of: - Process, criteria, and metrics surrounding offers and acceptance of admission to the Master courses; - Calculation of tuition fees; - Alternative income to finance Master-level courses; - Organization, planning and implementation of Master-level courses; - Promotion and marketing of Master-level courses.

d. Outline plan - Describe work needed to deliver the business objective and identify business functions that will be affected; - Provide a summary of the main activities and overall timescale for implementation of the recommended actions.

e. Risk assessment Summarize the significant risks and opportunities from the recommended actions and how they could be managed.

f. Action approach and financing strategy - Describe how the work to deliver the recommended actions should be carried out, including how the actions should be managed and structured during its implementation; - Describe how the recommended actions may be financed.

Step Four: Present the draft analysis report - Discuss the draft analysis report with relevant UNICRI staff and UPEACE for comment and validation; - Present and discuss the analysis report with the Director and Senior Programme Officer (Deputy Director) and address any comments they may have in the document.

Step Five: Present and Finalize analysis report - Present the final analysis report to the Director and Senior Programme Officer (Deputy Director) that takes into consideration their feedback and feedback from meetings with UNICRI staff and UPEACE, in a polished professional format.

Qualifications/special skills Advanced university degree (i.e. Master's degree or equivalent) in education, educational economics, social sciences, law, or a related field is required. Juris Doctor or PhD in relevant disciplines shall be an asset. A minimum of 10 years of relevant work experience in the field of strategic educational research and educational planning or administration is required. Experience in undertaking sector econometric analysis and education sector development or similar work is required, including with quantitative and qualitative analyses in education. Experience in drafting and editing written outputs, reports and recommendations, is required. Experience within the United Nations or other large international organizations is desirable.

Languages Proficiency (i.e., oral and written fluency) in English is required.
