Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Under the general supervision of the Deputy Resident Representative and direct supervision of the Head of Climate Change Unit, the UN Volunteer will undertake the following tasks:

  • Assist UNDP Management Team in developing proposals and mobilizing resources for the sustainable marine economic development through the promotion of rule-based arrangement that can conserve marine resources and enhance equitable fishery rights for Small-Scale Fishery (SSF). This shall include development and implementation of Territorial Use Rights for Fishing (TURF) framework, improvement of SSF economic position through the application of smart fish-catching technology and enhanced cold chain system to maintain the quality of seafood produced, and supporting SSF to have greater access to market through identification and direct engagement with buyers. The specific tasks shall include, but not limited to, the following activities which will be inputted into a robust and compelling Project Document (ProDoc):

    • Compile baseline data from the existing projects and/or through desktop research.
    • Perform data analysis and interpretation.
    • Develop project narratives including situation analysis, strategy formulation, management arrangement, monitoring and evaluation, and legal context.
    • Develop work plans and budget formulation including detailed proposed activities.
    • Identify associated risks and propose potential mitigation measures.
    • Carry out other supporting activities as may be required to complete a comprehensive and compelling ProDoc to be submitted to donors.
  • Provide technical support for the ongoing implementation of ATSEA-2 project including:

    • Review the reports prepared by project team, e.g. Project Implementation Report (PIR), Project Annual Report (PAR), etc.
    • Review documents for project activities including field surveys, assessments, trainings, etc.
    • Provide technical inputs for various activities of the project both with government counterparts and the community, including inputs to develop TORs and concept notes for project’s activities.
  • Facilitation of knowledge building and knowledge sharing (transfer of knowledge):

    • Organize training for project staff.
    • Synthesis of lessons learnt and best practices in marine fishery sector.

Qualifications/Requirements

Required degree level:

Bachelor degree or equivalent

Education - Additional Comments:

Bachelor’s (preferably Master’s) degree in Fishery Science, marine biology, marine science, natural resources management or other relevant field (At least 7 years of professional work experience for Bachelor’s degree holder or minimum 3 years for Master’s degree holder in marine fishery management).

Experience remark:

  • 7 years minimum for Bachelor’s degree holder or 3 years minimum for Master’s degree holder
  • Proven experience in developing proposals (ProDoc) for new projects in the marine fishery industry.
  • Proven experience in mobilizing resources/funds from donors in marine fishery industry.
  • Experience in setting up Small-Scale Fishery (SSF) enterprises or possess deep familiarity in setting up SSF enterprise including cold chain, storage, marketing, etc.
  • Experience in developing and implementing Territorial Use Right for Fishing (TURF) framework is a plus.
  • Experience of working in the UN or other international development organization is an advantage.
  • Experience of work in an Island State is an asset.
  • Familiarity with UNDP/UN ERP System and relevant working experience is an asset.
  • Accuracy and professionalism in writing reports and other official documents.
  • Self-motivated, ability to work with minimum supervision; Ability to work with tight deadlines.
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems, preferably PeopleSoft and ATLAS.
