Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Duties and Responsibilities

Purpose of the consultancy:

The aim of the mapping exercise is to assess the capacity of women led organizations (WLOs) as well as development of a strategy to strengthen the institutional capacity of (WLOs) to improve their management and service delivery to support women and girls, especially in humanitarian action.

There is need for updated information of the existing Women lead Organizations (WLO) especially within the Humanitarian arena for us to achieve and strengthen their institutional capacity. The updated information will also be accessible to all stakeholders.

The WLOs mapping exercise will be conducted for all the 10 States in South Sudan. It is anticipated that the consultancy will be conducted within a duration of 60 days.

Mapping information required

  • Name of Organization;
  • Contact info tel./email;
  • Location of work (where the WLO headquarters is based including branches (State and County);
  • Registration status;
  • Thematic areas (E.g., GBV, women empowerment);
  • Number of staff Members including volunteers;
  • Are they members of any networks;
  • Where do the WLO get support Support;
  • Are they part of any consortium.

Criteria selection of WLOs:

  • Registered;
  • More than one year experience or existence and active;
  • Over 70 % of staff are females;
  • Are led by women or girls including leadership in management/ board / operations;
  • Target women and girls as the main beneficiaries;
  • Mandate is the advancement of gender equality and empowerment of women and girls especially in Humanitarian context;
  • Focus to improve women’s and girls’ lives as well as engaging men and boys.

Methodology:

The consultant is expected to develop a methodology that will achieve the identification of a variety of WLO. The mapping exercise should be able to come up with a list and information for a diverse group of WLOs, including small unregistered, medium, and large WLO which are recognized by other stakeholders.

The women led organizations mapping will comprise of two components, a desk/literature review, and key informants. The mapping will be carried out in all ten States. The Mapping exercise will take cognisance of other mapping exercises that were done earlier in the different locations and within these locations, the data will be updated in these locations while detailed assessments will be conducted in the remaining locations. More information will also be sought from other agencies and NGOs that have conducted mapping exercises of the women led organizations.

Key informant interviews will be held with the NGO forum, RRC, UN agencies, NGOs, women led organizations in all the locations visited. The RRC will play a crucial role in this mapping exercise as it is charged with the Registration of NGOs and CBOs operating in South Sudan. Focus group discussions will be held with community leaders and women groups in all the locations.

Duties and responsibilities:

Under the overall guidance of UN Women Country Representative and direct supervision of the UN Women Deputy Country Representative, and in close consultation with the Gender and Humanitarian team the consultant is expected to do the following:

  • Document Review;
  • An Inception Report including Methodology and action plan;
  • Draft tools for data collection;
  • Develop a list of interviewees;
  • Conduct individual interviews and focus group discussions;
  • Draft mapping report;
  • Lead a validation process;
  • Final report.

Deliverables:

  • Prepare an inception report with a detailed approach, methodology, schedules of the detailed activities and expected time of delivery of the assignment;
  • Tools developed to be utilized for the exercise;
  • Report of interviews with names and designation of those interviewed;
  • Share initial findings from the desk review/ interviews with the Gender and Humanitarian team and receive feedback;
  • Final quality mapping report including the data base of the women Led Organizations.

Required Skills and Experience

Education:

  • Master’s degree in Social Sciences, gender studies, human rights, international development, or other relevant social science fields.

Experience:

  • At least five (5) years of experience in gender programming, gender analyses and implementation of normative standards on gender equality and empowerment of women at the national level;
  • Proven experience of writing research reports, gender analyses and position papers;
  • Proven experience of researching National NGOs including women organizations, women’s rights;
  • issues, gender-based violence and related issues.

Language Requirements

  • Fluency in English is required;
  • Knowledge of Arabic is an asset.
