Founded in 1972 following the landmark UN Conference on the Human Environment, the United Nations Environment Programme (UNEP) is the leading environmental authority in the United Nations system. UNEP's mandate is to find solutions to the triple planetary crisis of climate change, nature and biodiversity loss, and pollution and waste. The mission of UNEP is to inspire, inform, and enable nations and peoples to improve their quality of life without compromising that of future generations.

UNEP’s work in Namibia has mainly been from the programmatic engagement, mainly through the Global Environmental Facility, and directly to Implementing Partners on the ground. The UNDS/UNRCO system has minimally been engaged until end of 2022 when the Africa Office introduced the focal point system, with the very first ever member of UNCT. The current UNEP new delivery model is therefore anticipated to harmonize and streamline UNEP delivery around programmes that are centrally managed at the divisions, the UNCT system has become an increasingly important conduit for enhancing the UNEP Africa Office visibility, impact, and niche in Africa. UNEP’s major programs in Namibia include those directly linked to global financing mechanisms (GEF, GCF, LDCF, AF etc), alongside other flagship initiatives/ programs managed at divisional levels.

This assignment involves mapping current energy-related initiatives in Namibia with a focus on green hydrogen, and preparing a policy brief to guide future development. The task begins with an overview of Namibia’s energy sector, including existing resources and consumption patterns, and identifies key stakeholders and ongoing projects in both renewable energy and green hydrogen. The core of the assignment is to assess these initiatives to uncover opportunities and challenges, and to develop actionable recommendations for a green hydrogen strategy. The policy brief will outline the importance of green hydrogen, evaluate the current state of initiatives, and propose specific measures for infrastructure development, investment, regulatory improvements, and public engagement to support a sustainable and economically viable green hydrogen sector in Namibia.

• Map Existing Energy Initiatives: Research and document current energy-related projects and programs in Namibia, with a particular focus on those related to renewable energy sources and green hydrogen. • Analyze Stakeholders and Objectives: Identify key stakeholders in Namibia’s energy sector and assess the objectives and impacts of their initiatives, including government agencies, private companies, and international partners. • Identify potential synergies, collaborations, and partnerships among energy initiatives and stakeholders to enhance coordination, avoid duplication, and maximize impact. • Prepare a Green Hydrogen Policy Brief: Develop a comprehensive policy brief that outlines the significance of green hydrogen for Namibia, evaluates current initiatives, and provides actionable recommendations for advancing green hydrogen development. • Develop Policy Recommendations: Propose strategic measures for green hydrogen infrastructure, investment opportunities, regulatory frameworks, and public engagement to foster a sustainable green hydrogen sector in Namibia.
