Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In light of the above, UN Women, as part of the Joint Programme (JP) “Accelerating Jordan’s Progress towards SDGs by Establishing Building Blocks of an Integrated Financing Framework”, is supporting national stakeholders, both government and the private sector, to identify and implement new approaches to financing the SDGs with applying the gender lens. UN Women will contribute to strengthening linkages between gender sensitive planning, budgeting and financing for climate, a key priority for Jordan with the potential to have a transformative impact on all other SDGs. Strengthened institutional capacity on integrating gender sensitive climate change in budgeting and planning and SDG budgeting will ensure sustainability and facilitate scaling the climate pilot to an integrated national financing framework (INFF) that is gender sensitive and advance SDG financing for all sectors. The JP aims to establish key building blocks for an integrated, gender-responsive, SDG financing framework by 2022. This will contribute to ensuring that Jordan’s national SDG priorities on climate change are adequately and effectively financed.

Over the past two years, a joint UNCT SDG financing initiative, UNDP’s flagship SDG Impact initiative, UNICEF’s engagement on climate change, child-friendly budgeting and social protection, UN Women’s gender smart investment initiative, tested levers based on which key entry points were identified. Yet with little information on the availability of the necessary data to conduct an evaluations of climate adaptation initiatives from a gender perspective, a mapping exercise of climate change interventions in Jordan is critical.

UN Women believes that gender sensitive adaptation and prevention climate change interventions can achieve better results than those that ignore the gender angle. Therefore, it is important to build the case for this approach by testing if gender aware climate change projects that adopt gender transforming approaches exhibit better results both technically and financially. UN Women aims to use evidence-based arguments to focus on the potential effect of gender aware programming in achieving better outcomes

Therefore, against this background, UN Women is looking for a national consultant to conduct a mapping exercise that aims to contribute to the systematic evaluation of selected climate actions from a gender perspective in terms of cost effectiveness and in terms of contributing to favorable climate change adaptation outcomes

Objective of the Assignment:

The main objective of this consultancy is to conduct a mapping exercise that aims to determine the availability of data and scope for climate change interventions. Based on the mapping an impact assessment is planned to study how a gender lens was applied throughout the selected projects’ cycle from finances invested to contributing to the outcomes achieved. The consultant will support the preliminary review of the main climate change adaption interventions in Jordan carried out by the public and private sectors, mainly NGOs, INGOs, and development partners.

Duties and Responsibilities

Under the supervision of the Programme Management Specialist, the consultant will plan the scope of the mapping and develop data collection tools. Activities to be undertaken by the consultant will include:

  • Identify and list climate adaptation interventions in Jordan
  • Develop the selection criteria of climate adaptation interventions to be included in consultation with stakeholders
  • Within the interventions identified, based on the selection criteria, carry out a mapping along the gender-aware spectrum
  • Identify and document interventions on climate change, including documents, budgets, and beneficiaries contact information of the mapped interventions
  • Identify and document of interventions’ beneficiaries’ data base including contact information
  • Identify the challenges to access data and recommend solutions to overcome those challenges
  • Finalise mapping reports with the following outcomes:
    • Map of climate change interventions carried out in Jordan
    • Documentation of climate change interventions’ available and accessible documents including monitoring and evaluation report, annual reports, and budget
    • List of interventions’ beneficiaries including contact information

Identification of main challenges to access data and recommended solutions to overcome these challenges.

Deliverables

  • Work plan submitted to UN Women team in 7 working days
  • Mid-term report submitted with the following milestones:

    List of climate adaptation interventions in Jordan

  • Selection criteria of climate adaptation interventions to be included in consultation with stakeholders. Number of Stakeholders should not be less than 15 entities from the development partners, government, civil society and private sector.
  • Identification and documentation of interventions on climate change in Jordan
  • Identification and documentation of available documents, budgets, and beneficiaries contact information of the mapped interventions
  • Identification of challenges that hinder access to data and recommended solutions to overcome those challenges

within 35 working days after submissions of work plan

Final report on activities completed and initial design of the detailed evaluation study within 38 working days after submission of mid-term report

Functional Competencies

  • Demonstrated knowledge of gender equality and climate interventions;
  • Excellent written skills;
  • Experience in conducting similar mapping exercise;
  • Fluency in English and Arabic.

Required Skills and Experience

Education

Master’s degree or equivalent in science, economic, social science or other related fields. Bachelor’s degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the master’s degree.

Experience

  • At least five years of experience in working with the climate change interventions and different stakeholders in the field;
  • Experience in developing and implementing programmes in climate change, especially in carrying out mapping exercises. The availability of proven knowledge in mainstreaming gender into the climate change interventions is preferred.

Proven expertise in gender equality and women’s empowerment.

Language Requirements

Excellent written skills in English and Arabic is required
