Role Summary

TBI has been supporting MoPD to assess and strengthen the national M&E framework by enhancing the processes and methodologies used to collect and analyze performance data within different institutions. This requires developing the capacity of staff within these institutions to effectively implement robust M&E approaches according to the latest guidelines – including adequate adoption of technology in their conduction of M&E activities. TBI intends to enhance the M&E Digital Platform, known as DPMES, to integrate all line ministries and relevant institutions under them. The key objective of this role is to bring a major shift in setting up improved M&E systems that allow government to successfully implement the 10-year development plan while enhancing the socio-economic contribution of public development projects.

To further strengthen the capacity of MoPD, TBI is looking for an expert with significant experience working in the public sector and in applying M&E principles. The successful candidate will work closely with MoPD and other federal line ministries to meaningfully improve their M&E processes and practices. The candidate will be engaging in the development of M&E guidelines, manuals and tools; in conducting capacity building trainings; in the digitalization of M&E methods, in supporting line ministries to implement improved M&E methodologies across different institutions.

This full-time role is based in Addis Ababa and offers an initial 12-month commitment, with the potential for extension based on performance.

Key Responsibilities

  • Implement the development of M&E systems with a strong understanding of MoPD’s mandate and the 10-year development plan.
  • Play an M&E coordination role across line ministries and provide strategic guidance to ensure coordinated and integrated M&E system.
  • Support the development and implementation of M&E strategies, policies, procedures, and templates for effective implementation of the national M&E framework.
  • Build and maintain strong relationships with key stakeholders such as the national M&E steering committee, M&E focal person and other technical teams within line ministries.
  • Facilitate effective communication among different stakeholders specifically with line ministries to address bottlenecks and resolve issues related to M&E and DPMES system.
  • Conduct research and analysis (as required) on best practices, global trends, and innovative approaches to strengthening M&E processes, procedures, and guidelines.
  • Provide technical and advisory M&E support to MoPD to integrate improved M&E approaches into other planning and development procedures (ex. The 3-year plan, Public Investment Management systems etc.)
  • Provide technical and advisory support to line ministries on M&E implementation plan and public development projects.
  • Monitor capacity gaps in line ministries/agencies and determine capacity building requirements to improve the quality of their M&E practices.
  • Review existing M&E guidelines and manuals to recommend potential areas of improvement.
  • Provide on-the-job and other capacity building training to line ministry staff.
  • Support knowledge management sessions to disseminate best practices and learnings on M&E.

Key Deliverables will include training provision/facilitation, assessment reports, benchmarking analysis, M&E guidelines, manuals, and templates development.

  • Outstanding interpersonal and communication skills, adept at developing and nurturing relationships with a broad spectrum of mid to senior-level stakeholders.
  • Fluency in English and Amharic, with ability to communicate complex ideas in clear, simple, and concise manner
  • Education: Master's in economics, Social Sciences, Project Management, Monitoring and Evaluation, Development Evaluation or a related public policy and development management fields (or a Bachelor degree with equivalent practical experience).
