The Government of Togo is leading a bold digital transformation agenda to diversify the economy, enhance public service delivery, and establish the country as a regional hub for innovation and entrepreneurship. Prioritising digital inclusion, a knowledge-driven economy, and modernisation in key sectors—including education, financial services, connectivity, and industrial development—the government is implementing targeted initiatives to strengthen digital infrastructure, accelerate technology adoption, and foster a sustainable, tech-driven ecosystem.

To support these efforts, the Tony Blair Institute for Global Change (TBI) is working alongside the government to support the design, execution, and scaling of high-impact digital transformation initiatives. To enable this, TBI is recruiting and managing key personnel to be embedded within the Ministry of Digital Economy and Transformation (MENTD), providing expertise in strategic advisory, policy development, project implementation, stakeholder engagement, and technology-driven innovation across critical sectors such as public services, digital payments, connectivity, education, entrepreneurship, and cybersecurity.

This role presents a unique opportunity to expand digital connectivity in education, ensuring high-speed broadband access for schools nationwide. Leading engagements with telecom providers, policymakers, and development partners, the Manager will oversee infrastructure deployment and long-term sustainability strategies. Embedded within government, they will access TBI’s global expertise in connectivity solutions, digital education, and public-private partnerships.

Role Overview

The Government of Togo is leading a transformative initiative to expand high-speed broadband connectivity in schools, ensuring that students and educators have reliable internet access to support digital learning and innovation. As part of the nation’s broader digital transformation strategy, this initiative is key to bridging the digital divide, enhancing educational opportunities, and equipping Togo’s workforce with essential digital skills.

The Manager, High-Speed Broadband Connectivity will lead the planning, deployment, and operationalisation of this nationwide broadband expansion, ensuring seamless integration with the national fibre optic backbone while also leveraging alternative technologies such as satellite connectivity where necessary. The role will be instrumental in coordinating stakeholder alignment, optimising infrastructure investments, and ensuring the long-term sustainability of digital connectivity solutions.

Working directly with the Ministry of Digital Economy and Transformation, the Manager will collaborate with telecom operators, policymakers, funding partners, and technology providers to develop scalable, cost-effective broadband solutions that support digital inclusion and improve education access.

This is a high-impact role, offering the opportunity to shape the future of digital education in Togo, expand nationwide connectivity, and support the country’s ambition to become a regional leader in technology-driven learning.

This is a 24 -month contract, with the potential for renewal based on performance and funding availability. The position is based in Lomé, Togo, and applications are open to both local and international candidates, with relocation support available for those based outside the country.

Key Responsibilities

• Lead the planning and execution of nationwide broadband expansion, ensuring seamless integration with the national fibre optic backbone and other digital infrastructure projects.

• Identify and implement alternative connectivity solutions (e.g., satellite technology, mobile networks, and hybrid connectivity models) in areas where fibre deployment is not technically or financially feasible.

• Collaborate with education policymakers to integrate broadband expansion into national e-learning strategies, digital curriculum frameworks, and teacher training programs.

• Coordinate with telecom operators, infrastructure providers, local governments, and administrations to ensure smooth project implementation and alignment with national education and digital inclusion priorities.

• Develop and oversee a structured, data-driven project roadmap, including milestones, timelines, and impact assessment methodologies, to ensure broadband deployment meets coverage and service quality standards.

• Manage project budgets and resources efficiently, ensuring cost-effectiveness, scalability, and sustainability without compromising service quality.

• Provide technical oversight and quality assurance, including network design, equipment installation, and compliance with telecom regulations, ensuring seamless integration between fibre optic, satellite, and mobile network solutions.

• Work with local and international funding agencies, developing financing strategies for long-term broadband maintenance and expansion.

• Establish and track key performance indicators (KPIs) and real-time monitoring systems to measure project success and ensure long-term impact in enhancing digital learning environments.

• Identify potential risks related to infrastructure deployment, particularly in remote or underserved areas, and implement mitigation strategies to ensure equitable access.

• Engage with private sector partners and donor organisations to explore public-private partnership (PPP) models for long-term connectivity infrastructure development.

• Regularly report project status and key developments to the Minister of Digital Economy and Transformation, providing insights on challenges, successes, and strategic policy recommendations.

• Lead training and capacity-building initiatives for school staff, educators, and local communities to ensure the effective use and maintenance of broadband infrastructure.

• Support the development of digital literacy programs, equipping teachers and students with the skills needed to maximise the benefits of high-speed internet in education.

Qualifications

Responsabilités Clés

Profil Recherché

• Minimum 7 ans d’expérience dans la gestion de projets de connectivité ou d’infrastructures haut débit à grande échelle, de préférence dans les secteurs des télécommunications, des TIC ou de la transformation numérique.

• Diplôme de Master ou équivalent en télécommunications, gestion de projet, technologies de l’information, infrastructures numériques ou domaine connexe.

• Solide expertise en infrastructures haut débit, incluant la fibre optique, le satellite et les modèles hybrides, avec une expérience confirmée en architecture réseau, planification des infrastructures et respect des normes réglementaires en télécommunications.
