The WBG is a member of UN Security Management System and it also maintains close working relationships with other International Financial Institutions such as the International Monetary Fund, the African Development Bank, and the Inter-American Development Bank.

Global Corporate Solutions

Reporting to the Managing Director and World Bank Group Chief Administrative Officer, the Global Corporate Solutions (GCS) Department brings together the functions of corporate security, corporate real estate, and corporate services, such as travel, conferences, and multimedia.

Corporate Security

Corporate Security (GCSSC) is a division within the World Bank's Global Corporate Solutions Department and is responsible for a strategic security program that empowers the World Bank Group to carry out its business across the world. Program accountability is derived from an Accountability Framework and a Security Governance Committee comprised of a cross section of the institution's Senior Management.

GCSSC staff serve at both WBG Headquarters in D.C. and in Bank Group offices in more than 40 countries. The division's mission is to support global operations by employing risk mitigation strategies and promoting the principle of a shared responsibility for security and safety.

The Corporate Security Manager will be based in Accra, reports to the Chief Security Officer and, together with the other three managers, is a full member of the Corporate Security management team.

The Corporate Security Manager is responsible for managing key elements of a strategic security program that empowers and supports the World Bank Group to carry out business at Headquarters and at more than 120 WBG Non-HQ offices globally.

The primary responsibility of the incumbent is management of Corporate Security’s programs in Africa (AFW and AFE) in addition to other strategic global security initiatives as directed by the Chief Security Officer. Subject to business need and the rotation of portfolios among Corporate Security’s four Managers, the incumbent may in the future assume responsibility for security programs in other regions and/or other global security operations support programs (e.g., security training, armored vehicles and security equipment, security guarding contracts, etc.).

The Corporate Security Manager will supervise and guide security professionals responsible for implementing the WBG Security Management System at non-HQ offices and comprise two grades of Security Specialist. The more senior of these are supervisors with regional security team oversight responsibilities (West, Central, and East/Southern Africa); they in turn oversee the work of individual contributors (including Security Specialists, Security Analysis Specialists, and support staff) assigned to a specific Country Office/Country Management Unit (CMU) or responsible for implementing a discrete aspect of the Corporate Security work program.

Duties and Accountabilities

The Corporate Security Manager will undertake the following primary duties:

•Contribute to the strategic leadership and direction for developing and implementing worldwide security programs as a member of the Corporate Security Management Team.

•Lead, manage and support at least three Africa-based Senior Security Specialists (SSS) to ensure the quality of supervision and support they provide to the Security Specialists, Security Analysis Specialists, and support staff under their respective reporting lines and with the specific purpose of ensuring compliance with GCSSC policies and SOPs, regular information sharing and systematic incorporation of security concerns into their internal clients’ decision-making processes.

•Socialize Corporate Security’s strategy and programs with Regional Directors of Strategy and Operations, Global Practice Directors, senior IFC equivalent staff, Heads of Office, and other managerial counterparts with the purpose of creating mutual understanding of security risk management and operational requisites.

•Maintain oversight, through the teams responsible, of actionable recommendations made in Security Program Reviews, Group Internal Audits, and related vehicles.

•Manage work programs budgets, contracts and staffing for all programs under the Manager’s control.

•Participate fully in strategy, management, and budget oversight with the Chief Security Officer and GCS Director.

•Manage the staffing and HR related matters for all staff under the Manager’s control, including recruitment, staff development and performance evaluation.

•Support as required the WBG's Incident Command structure and represent Corporate Security in Regional and Country-level Crisis Management Teams (CMTs).

•Develop and maintain close working relationships with both internal and external partners; particularly United Nations security partners, security counterparts from other international financial institutions (IFIs), the international diplomatic and private sector security community, and host government law enforcement, security and intelligence services.

Act Chief of Corporate Security as required, thus:

a) Represent the Chief Security Officer, in general WBG policy, strategy, planning, budgeting, and management meetings;

b) Contribute to the strategic leadership and direction for implementing the WBG's worldwide security programs;

d) Engage with WBG teams responsible for crisis preparedness, business continuity, threat mitigation, staff health and safety, travel, training, and investigations;

e) Sign binding procurement and other instruments on behalf of Corporate Security;

Discharge of the above responsibilities requires frequent interaction with:

WBG staff, typically VPs, Country Office Directors/Managers, Practice Directors/Managers, CAOs, and their IFC counterparts.

•Experience with all aspects of country security programs including locations with higher security threat ratings, providing leadership and advice to senior in-country decision makers.

• Excellent interpersonal and people management skills, with the ability to effectively interact with and guide high performing teams of security professionals.

•Significant experience in and sound understanding of business issues and experience with a range of WBG products and services, including a keen understanding of how Corporate Security’s expertise can be leveraged to support the successful delivery of WBG operations.

•Proven track record of providing leadership in building and managing teams of geographically dispersed, culturally diverse professionals in a security context and creating an enabling work environment to ensure successful achievement of objectives.

•Demonstrated ability to effectively plan, direct, organize and administer varied activities to ensure effective delivery of a work program,

•Proven project management and analytical skills with the capacity to make independent decisions impacting life and safety of staff;

•Experience in developing and managing administrative budgets according to WBG standards and practices.

•Excellent and persuasive written and oral communication skills in English with the ability to communicate threats and risks to non-security professionals, including Senior Management.
