Role Summary
TBI is supporting the government of a Central Asian country to deliver an ambitious agenda focused on economic transformation, strategic communications, and foreign investment attraction. The Manager will play a pivotal role in designing and delivering workstreams across both strategic communications and investment, working directly with high-level government counterparts.
The Manager will report to the Country Director and be responsible for driving delivery across strategic communications and investment workstreams, working closely with counterparts in the Executive Office and priority ministries.
The role requires full-time onsite presence in a Central Asian country.
Key Responsibilities
Lead day-to-day delivery across strategic communications and investment workstreams in close coordination with senior government counterparts
Design and support implementation of national messaging strategies, campaigns, and high-profile communications products aligned to leadership priorities
Develop investor-facing materials and help facilitate engagement with prospective investors across priority sectors
Diagnose operational gaps in communications coordination and investment facilitation; propose and implement practical improvements
Track workstream performance through dashboards, KPIs, and structured reporting to government and internal stakeholders
Liaise with senior officials across government, building trusted relationships and ensuring delivery remains politically relevant and impactful
Coordinate with TBI’s global experts to incorporate international best practice and support capability-building
Contribute to synthesis, briefings, and thought leadership, ensuring all outputs are high-quality and strategically aligned
Coach and mentor the team, fostering core advisory skills (e.g., PowerPoint, Excel) and cultivating a learning-oriented culture
Actively participate in the TBI Manager cohort, collaborating across countries and workstreams, and contributing to regional delivery
Support recruitment of Associates and contribute to team growth planning to meet evolving project needs
Person Specification
We are looking for an experienced candidate:
With significant experience in managing delivery in government, government advisory, management consulting or other organisational leadership
With a personal passion for politics and government, bringing demonstrable expertise in public policy or administration, economics, international relations or another similar field.
With experience working with, developing, or driving the adoption of emerging technologies—such as digital platforms, AI, data systems, or govtech solutions—particularly in the context of public service delivery, institutional reform, or digital transformation initiatives
Who is a skilled communicator and influencer, is adept at speaking to senior leadership, knows how to navigate ambiguous environments and is comfortable at managing up and beyond hierarchy
With a track record of leading high-performing teams and proven ability to manage, inspire and retain teams to achieve exceptional objectives
Who is a team player and is skilled in influencing and delivering change through others
With excellent project management, people management, and strategic planning skills
