Org. Setting and Reporting This position is located in the Programme Management Unit (PMU) of the Programme Management and Support Services Division (PMSSD) of the United Nations Economic Commission for Europe (UNECE), based in Geneva, Switzerland. Under the direct supervision of the P-5,Chief, PMU, and the general supervision of the D-1, Director, PMSSD, the incumbent is responsible for supporting the implementation, monitoring and evaluation of programmes, operations and other activities in UNECE.

This temporary job opening is initially available through 31 December 2022, as the incumbent holds a lien against the post.

Responsibilities Within delegated authority, the Management and Programme Analyst will be responsible for the following duties: - Supports the management of evaluations, monitors and reports on implementation of the annual evaluation plan, monitors and updates evaluation and audit recommendations, liaise with inter-governmental, oversight and expert bodies, providing substantive support when required. - In 2022, ECE will serve as the Coordinator of the Regional Commissions. In this context, the incumbent will need to provide substantive backstopping to the network of the Chiefs Programme Planning of the regional commissions, conferences, and other meetings. This includes planning and organizing meetings, proposing agenda topics, identifying participants, promoting interregional cooperation among regional commissions, coordinating inputs, preparation of documents and presentations, etc. - Organizes and prepares written outputs: annual evaluation report to ECE Executive Committee, contributions to SG reports, draft background papers, analysis, sections of reports and studies, inputs to publications, etc. - Promotes evaluation in ECE by organizing lessons learnt workshop and exchange of best practices - Contributes to activities related to programme budget cycle, prepares related inputs, liaise with Member States delegations, provides inputs to requests from intergovernmental bodies, prepares briefings for senior leadership, etc. - Reviews decisions/statements of the UN General Assembly and its subsidiary bodies to identify language likely to entail programme budget implications. - Focal point for enterprise risk management: coordinates the review of the risk register and the risks treatment plans - Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. - Performs other duties as required.

Ability to identify issues, analyse and participate in the resolution of issues/problems. Ability to coordinate a diverse group of stakeholders, across the various development regions, and to build consensus among the parties. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. PLANNING AND ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

ACCOUNTABILITY: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education Advanced university degree (Master's degree or equivalent degree) in business administration, management, economics, international development, or a related field is required. A first-level university degree in the specified fields of study in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in project or programme management, evaluation, administration, or related area is required.

Experience in liaising with intergovernmental and oversight bodies is required.

Three years of experience in programme management or analysis in an international organization is desirable.

Experience in programme evaluation and audit in an international organization is desirable.

Experience in the planning, preparation, or implementation of programmes and budgets in an international organization is desirable.

Experience in enterprise risk management in an international organization is desirable

Languages English and French are the working languages of the United Nations Secretariat; and Russian is a working language of ECE. For the position advertised, fluency in both English and French is required and knowledge of Russian is desirable.
