Org. Setting and Reporting This position is located in the Oversight Coordination Section of the Accountability Service in the Business Transformation and Accountability Division (BTAD) of the Department of Management Strategy, Policy and Compliance (DMSPC). The Management and Programme Analyst reports to a Senior Management and Programme Analyst (Programme Officer), P-5.

The incumbent will help coordinate the UN Secretariat’s engagement with its oversight bodies.

Responsibilities Within delegated authority, the Management and Programme Analyst will be responsible for the following duties:

  • Assists in the coordination of the UN Secretariat's engagement with the official oversight bodies of the United Nations Secretariat, which include the United Nations Board of Auditors, the Office of Internal Oversight Services, the Joint Inspection Unit of the United Nations System, and the Independent Audit Advisory Committee.
  • Analyzes the findings and recommendations of the oversight bodies to identify material weaknesses and reportable conditions and the follow-up on the status of implementation of recommendations.
  • Drafts scheduled reports on implementation of recommendations and related issues to the Management Committee, noting where action is not being taken or where a Secretariat-wide response is required.
  • Drafts reports of the Secretary-General to the General Assembly on the implementation of the recommendations of the Board of Auditors.
  • Helps prepare consolidated comments of the Secretary-General to the UN System Chief Executives Board on Coordination regarding the acceptance of the recommendations of the Joint Inspection Unit.
  • Reviews requests for exceptions to the standards of accommodation for air travel and makes recommendations for approval or rejection by ensuring compliance with guidelines.
  • Identifies and implements technology solutions that support the work of the Section following policies and procedures set by the Office of Information and Communications Technology (OICT).
  • Documents and writes related procedures to guide users of technology solutions that support the work of the Section.
  • Keeps abreast of related innovations, including those in information technology, that move oversight coordination forward and, in collaboration with OICT, determines the need for testing and evaluating new solutions.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Develops innovative ways of presenting information gathered from diverse sources.
  • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Performs other duties as required.

Ability to review oversight bodies reports and prepare summaries of keys issues requiring management action. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities.     Education Advanced university degree (Master’s degree or equivalent) in auditing, accounting, business, management, or a related field. A first-level university degree in combination with two additional years of relevant experience may be accepted in lieu of the advanced university degree.

    Job - Specific Qualification A CPA (Certified Public Accountant) license, ACCA (Association of Chartered Certified Accountants) qualification, or equivalent is desirable.

    Work Experience A minimum of seven years of progressively responsible experience in project or programme management, administration or related areas is required.

    Of the above, at least four years of experience working with oversight bodies in the UN system or a similar international organization and coordinating responses to their reports is required.

    Experience in auditing and accounting is required.

    Experience working with large data sets to produce implementation statistics, identify trends and report results is required.

    Experience in preparing written outputs including background papers, analytical notes, and official reports to governing or legislative bodies is required.

    Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another official United Nations language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
