Org. Setting and Reporting This position is located in the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) and duty station is Bangui. The incumbent will report directly to the Chief, Supply Chain Management.

Responsibilities Within delegated authority, the Management and Programme Analyst will be responsible for the following duties:

Programme Evaluation/ Business Process Re-engineering

  • Undertake all actions required to plan, direct, organize, conduct and report on technical evaluations of budget performance, service delivery performance; risk analysis and compliance with the accountability framework by:
  • Developing Key Performance Indicators (KPIs) and ensuring the compilation of KPIs from CORM, Supply Chain and Service Delivery Pillars on a regular basis as well as report corporate and mission specific KPIs.
  • Identifying data structures in ERP (Umoja), Inspira and local databases, implementing data modeling to identify and transform data components for the analytic project and providing analysis and presenting trends or patterns in data by creating visualizations and interactive dashboards.
  • Conducting critical information/data analysis of all aspects of the Mission Support Division operations (e.g. inventories, budgets, costs, movement, warehousing including investigating bottlenecks, delays and system inefficiencies) and providing consolidated Management Report.
  • Conducting strategic analysis to identify strategic value gaps and the resources required to fill them.
  • Researching and analyzing information gathered from client satisfaction surveys and formulating convincing and well substantiated conclusions and recommendations for improvement in service delivery.
  • Overseeing the project of re-engineering the SCMS in alignment with changes in policies, information technology systems and other changes introduced to improve efficiency and service quality.
  • Ensuring timely completion of all milestones and deliverables an provide regular status updates to senior management on progress achieved, activities planned and issues / challenges encountered.
  • Support alignment of DPKO-DOS policy development priorities with mission guidance development priorities.

Programme and change Management

  • Preparing and implementing the work and action plans for Supply Chain pillar performance management, performance monitoring, benefits realization management and risk .
  • Produce required SOPs, Administrative Instructions , policy guidance and directives in the area of Property Management, DOS projects and KPIs.
  • Supervising the work of the Business process and management unit.
  • Submission of business intelligence reports to facilitate timely decision making by senior management on resource allocation, realignment and/or reprioritization.
  • Advising on policy development based on evaluation findings concerning program relevance, effectiveness, efficiency, work standards and impact
  • Partnering with internal clients and senior management to design and implement improvements in service delivery, assisting them with service delivery data and their analytical needs, solving service delivery challenges.
  • Participating in meetings related to identification of strategic value gaps that need to be addressed to facilitate achievement of the mandate and the Missions End State deliverables; recommending corrective actions and ensuring alignment of resources with strategic value gaps during the budget preparation process.
  • Liaising with other departments to integrate new supply chain performance methodologies and other developments as they are introduced to the Organization.
  • Performing consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
  • Ensuring that the SCM's business model is aligned with evolving mandates and changing operational environments.
  • Preparing analytical reports and presentations on strategic service delivery issues, including data analysis, identifying issues, forming hypotheses and synthesizing conclusions into recommendations and presentations.
  • Drafting reports, background papers, analyses, guidelines, conference room papers and other documents, as needed. Ensuring accuracy and completeness of documented requirements, background information and methodology used for data analysis.
  • Developing and maintaining process documentation (including work instructions, SOPs, and other job aids) to facilitate awareness, understanding and consistent implementation of procedures within SCMS. Monitoring, analyzing and reporting on the impact of changes introduced and results achieved.

Client Management

  • Planning and conducting web-based surveys, designing questionnaires, reviewing, analyzing and interpreting survey responses; identifying problems, issues and preparing conclusions.
  • Establishing and maintaining effective relationships with clients and partners in the Mission.
  • Supervising staff ,organizing follow-up action as required on studies undertaken, seminars or workshops for mission specific best practices and lessons learned activities.
  • Providing other learning, research, policy and guidance services to the mission and carrying out any other duties that may be assigned.

    Competencies Professionalism: Ability to produce reports and papers on technical issues and to review and edit the work of others. Ability to simplify complex information and communicate complex or statistical information to less-technically trained staff members. Strong visual design skills, strong knowledge of Microsoft Office. Skilled in Business process analysis, data extraction, transformation and management, data governance and quality audit. Ability to apply UN rules, regulations, policies and guidelines in work situations. Education Advanced university degree (Master's degree or equivalent) in accounting/finance, business or public administration, programme management, logistics operations and supply chain management, mathematics, computer science, telecommunication, engineering or related field is required. A first level university degree with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.

Job - Specific Qualification Certification in project management (PRINCE2 or equivalent) is desirable.

Work Experience At least 7 years of experience in conduct and management of business, programme, and thematic inspections and evaluations, supply chain management, logistics, procurement or related area is required.

At least three years of experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) - or similar international organization or non-governmental organization is required.

Experience in leading and managing inspection and evaluation teams, survey methodology, data analysis, strategic planning, policy development, facilitation, results-based management, change management, KPIs, the use or various research methodologies and sources of information including electronic sources on the internet, intranet and other database is required.

Experience in business process improvement, communicating change management initiatives to diverse audiences, Enterprise Resource Planning (SAP), IPSAS, business intelligence systems and managing multiple project is desirable.

Experience in Supply Chain Performance Management is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of French is desirable.
