Org. Setting and Reporting This position is located in the Oversight Coordination Section of the Accountability Service in the Business Transformation and Accountability Division (BTAD) of the Department of Management Strategy, Policy and Compliance (DMSPC). The incumbent reports to the Senior Management and Programme Analyst.

Responsibilities Within limits of delegated authority and depending on location, the Management and Programme Analysis Assistant may be responsible for the following duties:

  • Performs the preliminary cursory review of incoming reports that include findings and recommendations of oversight bodies, i.e., the Board of Auditors (BOA), the Office of Internal Oversight Services (OIOS) and the Joint Inspection Unit (JIU), to identify important issues that may require attention and bring them to the attention of the Senior Management and Programme Analyst.
  • Assists in the coordination and preparation of draft responses to reports of the three oversight bodies as well as the preparation of draft documents for the General Assembly and its subsidiary committees.
  • Assists as one of the United Nations Secretariat's Focal Points for the JIU matters. Assists in coordinating meetings and activities of the JIU in New York. Disseminates and follows up on responses/comments requested by the JIU on its annual programme of work, terms of reference, questionnaires, surveys and draft reports as well as other responses from the Secretariat to contribute to the preparation of JIU reports and notes.
  • Assists in consolidating and preparing drafts for submission of the notes of the Secretary-General to the General Assembly for reports of the JIU.
  • Assists in submitting the JIU final reports and their translations to the Department for General Assembly and Conference Management for issuance as General Assembly documents.
  • Transmits and follows up with offices/departments on relevant actions and/or comments requested by the Chief Executives Board for Coordination (CEB) Secretariat for system-wide reports of the JIU.
  • Assists in the preparation of support documentation for the meetings of the Management Committee on oversight issues and of the Independent Audit Advisory Committee (IAAC).
  • Assists with the preparation of documents for the approval of requests for exceptions to the standards of accommodation for air travel as well as in the maintenance of the travel exceptions database and the preparation of related biennial report of the Secretary-General to the General Assembly.
  • Performs other duties, as assigned.

  • CLIENT ORIENTATION: Considers all those to whom services are provided to be "clients" and seeks to see things from clients' point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients' needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients' environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

    Education High school diploma or equivalent.

    Work Experience A minimum of five years of experience in programme or project administration, evaluation, technical cooperation or related area is required. Experience in compiling and analyzing data using Microsoft Excel is required. Experience with drafting official documents, such as memoranda, is required. Experience in working with oversight bodies of the United Nations or other comparable international organizations, is desirable. Experience in monitoring programme implementation is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Having passed the Administrative Support Assessment Test in English at the United Nations Headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International Criminal Tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST.
