Result of Service - Output 1: Technical document showing the methodology that will be implemented for the prop-erty characterization of the territories intervened by means of the Integral Urban Revitalization Plans. One (1) month from the start of activities.

  • Output 2. Technical document describing the property situation of the existing properties in the territories intervened through the Integral Urban Revitalization Plans. This includes the analysis of the property acquisition processes carried out by the District Secretary of Habitat. The docu-ment should include:

1. General analysis of the properties affected by the interventions carried out, including the analysis of the acquisition and management processes. 2. Analysis of the different existing property values and what has been the cost involved in their acquisition. 3. Analysis of the acquisition and management times of the properties intervened through the PIRs. 4. Determine the progress and current scope of the PIRs in terms of property manage-ment, including an analysis of how the resources allocated for this purpose have been managed. 5. Analysis of the existing problems and shortcomings in the property management of the PIRs. 6. General analysis of property ownership of the properties intervened and to be inter-vened by means of the PIRs based on information available from the District. 7. Development of descriptive cartographies showing the data collected and the infor-mation developed. 8. Development of cadastral and land market studies around the territories included in the PIRs. Four (4) months from the start of activities.

  • Output 3. Document with methodological guidelines to promote better mechanisms for action and property management, including mechanisms to achieve greater institutional strengthening and better resource management by the District Secretariat of Habitat. The document should in-clude:

1. Results achieved by the PIRs in terms of property management. 2. Conclusions regarding the processes implemented and the results achieved in terms of property management. 3. Development of technical inputs and innovative methodologies that allow a better de-velopment of property management processes in the PIRs. 4. Development of inputs to solve those problems present regarding the property man-agement of the PIRs. 5. Development of recommendations for the financial and chronological strengthening of the property management of the PIRs, in order to achieve a better management of the resources allocated for this purpose. 6. Development of methodologies that allow, from a property perspective, the simple and effective replication of the Integral Urban Revitalization Plans in other areas of the District. 7. Guidelines for institutional and management strengthening from a property approach of the District Secretariat of Habitat. 8. Recommendations that include innovation components from a New Urban Agenda and Sustainable Development Goals perspective. Six (6) months from the start of activities.

Expected duration Six (6) months

Duties and Responsibilities a.) Information and validation:

  • The consultant will be responsible for keeping the HUB Coordinator informed and having to ob-tain validation of his/her activities in the full project cycle.

b.) Development:

  • Review and analysis of the information available at the District Secretariat of Habitat and other entities in relation to property management and its scope through the Integral Urban Revitalization Plans.
  • Carry out the different studies and analyses required at expert level to achieve the objectives set out in the project.
  • Analysis and characterization of the land management carried out and implemented through the PIRs.
  • Analysis of the methodologies and processes applied so far by the District Secretariat of Habitat in the development of PIRs property management.
  • Development of guidelines and conclusions that allow the promotion and better implementation of the PIRs.
  • Collaboration with the other members of the team for an adequate articulation of the different re-sults and components that make up the project.
  • Provide high-level technical support when required, both by the counterpart and other members of the technical team.
  • Elaboration of a synthesis where the results obtained from the developed analyses are conde-scended.
  • Carry out those activities assigned by the HUB Coordination that correspond directly to the con-sultant's profile.
  • Attend meetings, workshops, and relevant spaces where their participation is required.
  • Accompaniment in the coordination and consultation with the corresponding entities.
  • Carry out knowledge transfer processes (workshops and trainings) to the multiple stakeholders involved.

c.) Approval:

  • The consultant will be responsible for supporting compliance with project approval processes, as well as monitoring the development and implementation of programs and projects.
  • Support the Hub Coordinator in the development of inputs for conceptual notes, project docu-ments, implementation plans and budgets, and in general all the documentation necessary for in-ternal approval of projects, following the provisions of the various manuals of procedures, inter-nal regulations, and regular channels established by the Agency.

d.) Implementation:

  • Attend the technical (virtual) meetings needed to meet the scopes and objectives defined for the consultancy.
  • Provide information to UN-Habitat regarding affectations that the process of implementing the consultancy may have.
  • Provide inputs for the systematization of the processes carried out and exchange of prac-tices and successful experiences with other HUBs in the region, with headquarters branches, counterparties and who appoints the UN-Habitat HUB Coordinator for Andean countries.
  • Follow up on technical guidelines determined by the Project Coordinator and Coordinator HUB Andean Countries.
  • Comply with the schedule of activities according to the guidelines of the HUB Coordinator.
  • When it is necessary to provide accompaniment to the UN-Habitat Coordinator and/or team in the establishment of communication with counterparties and stakeholders.

e.) Knowledge Management:

  • The consultant must know the processes, procedures, and standards of the organization, to ensure an adequate quality of the activities described above according to the standards of the organization.
  • Propose formats and procedures that allow the efficient implementation of the Agency's projects.
  • The consultant must know the file system of the projects and ensure their proper maintenance, accessibility for all officials and the proper updating.
  • Design methodologies for the systematization of good practices and knowledge, related to the implementation of the projects and cooperation activities of the UN-Habitat Colombia Office.
  • Support the formulation of substantive documents linked to the thematic lines of action of UN-Habitat Colombia.
  • Prepare reports and other documents related to meetings, missions and activities developed by the National UN-Habitat Office.
  • The consultant will carry out research activities to facilitate the exchange of information, knowledge and best practices on the sustainable urban development issues set out in the Agency's mandate.
  • Collect information on the urban status in the Andean Countries that serves as an input both for the identification of new project opportunities and for the implementation of the subscribed projects.
  • Support monitoring of UN-Habitat's implementation of Sustainable Development Goals (SDP) Target 11 dealing with sustainable cities and communities.
  • Identify strategic allies for the implementation of the New Urban Agenda in Andean countries.
  • Manage knowledge networks for the dissemination of the methodologies and documents generated by the agency and for the construction with strategic allies of new knowledge on topics related to sustainable urban development.

f.) Others:

  • Other activities requested and by mutual agreement with the HUB Coordinator of The Andean Countries of UN-Habitat, within the framework of this consultancy and without prejudice to the achievement of its responsibilities.
  • The consultant will participate in work and follow-up meetings, both with other consultants, as well as with the Coordinator and team of the Andean Countries HUB of UN-Habitat and with the staff of the projects.
  • The consultant shall be responsible for ensuring that all activities comply with the principles of United Nations integrity.

    Qualifications/special skills Education Degree in Business Administrator, Economy, Cadastral Engineering, Geodesy and/or related fields. Postgraduate degree in areas related to cadastral engineering, property management, territorial development, urban planning, and/or related fields or an additional four (4) years of experience relevant to the position would be accepted in lieu of the advanced degree. Professional Experience Minimum five (5) years of work experience in property analysis, property management: analysis of ca-dastral and land market information; land acquisition management, land use planning, urban planning, and/or related. Previous experience in the United Nations System will be considered an added advantage.

    Languages The language of the consultancy is Spanish and English, other official languages of the United Nations will increase score.
