Result of Service The key objective of this consultancy is to support UNOCA in the implementation of the project Gender / Women Peace and Security in Central Africa 2022, facilitation of partner relations, management of consultants hired for specific activities, supervision and coordination, and organisation of all activities described in the project document.

Specifically the consultancy will provide support to: development of a programme Women and Governance in Central Africa (led by ECCAS); establishment of a subregional platform of women mediators and network of women peacebuilders (in collaboration with ECCAS, Member States and the UN system in the sub-region); women’s civil society organisations, including within political parties, for enhancing their meaningful participation in decision making, in elections, and inclusive political dialogue in their respective countries.

Expected duration six months from 20 May to 20 November 2022

Duties and Responsibilities The consultant, working out of the UNOCA office in Libreville, under the direct supervision of the project manager and the Gender Advisor, will be responsible for the daily follow up of project activities, operational liaison with the Programme manager, Public Information and Finance units, and for substantive contribution to the conception, development, product quality assurance and monitoring of results The consultant will contribute to desk reviews, meetings and exchanges with partner organisations, eventual field visits, review of activity reports and to the final project report at the end of the year with the description of progress and results achieved by the project.

Qualifications/special skills Qualification Education: - Master’s degree or equivalent in social sciences, international development, public administration or area relevant to the assignment TOR. Competences and Experience: - Proven experience in Gender - Excellent capacity and proven experience in management and implementation of international projects - At least 5 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, capacity development of civil society assessment of institutional and organisation capacities, governance, preferably related to Women, Peace and Security, Women’s Political Empowerment and Leadership; - Analytical, communication and drafting skills - Very good knowledge of implementation mechanisms for actions elated to civic engagement and women’s inclusion - Experience working on inclusive politics in a fragile context, with demonstrated ability to deliver and in programme development, and training - Experience working with women’s civil society in Central Africa is an asset - Teamwork and ability to work independently - Knowledge of Central Africa - Adherence to the values and principle of the United Nations Language requirement: - Proficiency in written and spoken English or French and working knowledge of the other language are required.

Recruitment of an international consultant for the management and coordination support of a Gender / Women Peace and Security project in Central Africa 2022

I. Background and Context

UNOCA Mission UNOCA, the United Nations Office for Central Africa, headed by the Special Representative of the Secretary General, is mandated to strengthen the UN’s role in sustaining peace and security in the region, supporting prevention and stability It ensures coherence and coordination in the activities of United Nations entities in Central Africa related to peace and security, helps to raise awareness of gender, youth and climate issues and promotes the implementation of the agendas on women and peace and security and on youth and peace and security. Security Council resolutions 1325 (2000) and 2250 (2015) UNOCA supports the active involvement of the sub-region, specifically through its partnership with ECCAS, in its efforts towards greater stability and in addressing the challenges that it faces, including through the adoption of several strategies:

  • regional prevention as a central aspect of the New Agenda for Peace. The Secretary General’s “Our common agenda” sets out the parameters in which supporting regional prevention is at the core of his vision and highlights the need for a surge in preventive diplomacy notably through strengthened mediation, capacity building and the identification of linkages between local, national, regional, and international levels.
  • In fact, in Central Africa, contested electoral processes, non-inclusive and non-participatory political processes, weak governance, fragile institution-building and increased level of insecurity call for greater integration and synergies between various groups of stakeholders across the region to strengthen the resilience of States and build strong institutions and adequately respond to crises and conflicts, including through greater coherence between regional- , national- and local-level strategic approaches to conflict prevention and peacebuilding. Such approaches and strategies include Preventing and mitigating election-related tensions and violence; creating conditions for inclusive and democratic elections and meaningful participation of women and youth; Broadening democratic and civic space by encouraging political debate in public institutions; Building capacities for conflict prevention, including at local, national and regional levels; Building the capacities of women for meaningful participation in mediation efforts

Project scope

The project Gender / Women Peace and Security in Central Africa 2022, in support of UNOCA inclusive conflict prevention and peacemaking, seeks to sustain long-term capacities and structures and achieve impact through integrated strategies:

1. adapting and improving the regional and national legal and policy planning frameworks; 2. strengthening the knowledge base; 3. enhancing implementation of SCR 1325 Regional and National Action Plans (NAPs); 4. operationalizing regional-level women’s civil society networks; and 5. promoting women’s political participation in governance mechanisms/political processes, especially in election-related dialogue platforms and civic space supported by UNOCA.

Issues of governance and social inequalities are considered as drivers of fragility in the subregion, while much remains to be done on the way to democratization. Past conflicts have not been properly addressed and the risks of resurgence persist, which elicit cycle of conflicts in certain countries.

Gender inequalities and gender-based discrimination are among the root causes of these socio-political, cultural and economic issues.

Project partners:

The target groups/ partners of implementation are:

- ECCAS - contributing to the strengthening of its policy and operational frameworks with focus on women in governance, implementation of the WPS agenda, and support to women mediators. - National and local authorities in certain countries, in cooperation with UN Country Teams and Resident Coordinator offices (RCOs ) - Women’s and youth CSOs -- promoting their operational capacity and the effectiveness of their regional configurations

The project will be implemented in collaboration with the ECCAS Commission, UN presence in Central Africa and civil society networks, with limited technical support of national and international consultants reporting to UNOCA Project management

III. Key activities / Project Outputs and Deliverables

3.1 Tasks and responsibilities of the consultant

3.2 Results expected

(1) REGIONAL PROGRAMME in (collaboration with ECCAS): - [ three Outputs] - Production of a Study / analytical report on women’s participation in decision-making mechanisms in ECCAS member states – resulting in the - design and population of a Governance statistical database - and - development of a proposal for a Regional Women, Governance, Peace and Security Programme to be integrated as a companion to the wider ECCAS programme for the Decade of Good Governance and Democracy . (2) WOMEN MEDIATORS and PEACEBUILDERS PROGRAMME (implementation of recommendations of ECCAS Kinshasa Conference 2021; Leadership Support of Women-led peacebuilding CSOs; strengthening of a women peace and security network, in collaboration with ECCAS and women’s and youth CSOs) - [ four Outputs] - Strengthening of WPS network - Training of Trainers - Meeting of activists and leaders and - development of Women Mediators Network Operational Plan (3) NATIONAL-LEVEL PROGRAMME (in collaboration with national and international partners): [ six Outputs ] - Finalization and support for implementation of the National Action Plans on SCR 1325 (NAPs 1325) in Member States: - Equatorial Guinea and Sao Tome and Principe: Tailored contribution to finalizing the drafting, adoption, and steps toward initial implementation of NAPs 1325. - Angola: Contribution to the revision of current NAP 1325 and development of NAP 2; - support to women’s participation in politics in Angola - Congo: Tailored contribution to the implementation of the updated NAP 1325; - support to women’s participation in politics in Congo
