Result of Service Provide mapping and impact analysis of proposals to expand the resources allocated to the SUS, the evolution of financing for the public system and proposals for improvements to the system. It is expected that these results will contribute to the improvement of public health policies and the increase in investments in the system.

Duties and Responsibilities SUS was created with the objective of guaranteeing the population's access to the goods and services of public health, in a universal, egalitarian and integral way, thus contributing to the reduction of the risk of illness and health problems. It is a fundamental instrument in guaranteeing the right to health in Brazil (Brasil, 1988; 1990). The implementation and consolidation of SUS impose great challenges to the State, considering the size and institutional arrangement of the Brazilian Federation, the complexity of the public health system itself, and the need to ensure sufficient funding to achieve the objectives defined in the Federal Constitution. Despite the advances made to expand the resources allocated to SUS in recent decades, these advances, in terms of establishing sources of financing and minimal application of resources by the three spheres of government, were obtained only after considerable effort and pressure on the part of Civil Society Organizations linked to the health area, public health managers and academics in this area, in a trajectory marked by manifestations pro and con (Piola et al, 2013). Nor were they sufficient to ensure the allocation of resources in an adequate amount to guarantee the supply of public health goods and services in the quantity and quality required, in compliance with the constitutional principles that guide the right to health in the country. Public expenditure per capita in Brazil is one of the lowest among countries that have implemented a universal health system, being at a lower level, even when compared to countries in Latin America that have not assumed the commitment to ensure universal access to health services for their populations (Vieira, Piola and Benevides, 2019). Although the country has committed to "substantially increase health financing", goal 3c of Agenda 2030 (Sá e Benevides, 2019), achieving this and other Sustainable Development Goals will only be possible if there is a change in the current course of fiscal policy and in the SUS financing framework (Vieira, 2020). Therefore, it is very relevant to reflect on the monetary impact and the political and economic feasibility of the measures already proposed by the Executive and Legislative Powers, at the federal level, for the expansion of resources allocated to the SUS since the creation of the system, as well as the effort to think and propose alternative measures for this purpose. The two objectives of the consultancy are: i) to perform studies on the impacts and feasibility of implementing the measures proposed by the Executive and Legislative Powers, at the national level in Brazil, to the expansion of resources that finance the Unified Health System (SUS); and, ii) to propose alternative measures for this purpose. The studies will be performed in partnership with the Health Team of the Department of Studies and Social Policies (Disoc) of Ipea and CEPAL.
Qualifications/special skills Academic Qualifications: - graduation in medicine or areas related to health, - specialization in public health Experience: - Minimum 15 years experience in studies and work in the areas of public health, health policy and health economics. - Have experience in analyzing the evolution of health systems, specifically on topics related to the Unified Health System-SUS. --have Articles published in the consultancy's object area Language: - english and spanish – desirable - Fluency in portuguese
Additional Information Outputs/ Works Assignment Product 1 – Document containing the state of the art of SUS financing and mapping of proposed measures, initiated by the Executive and Legislative Powers at the federal level, for the expansion of resources allocated to the system. To be submitted 150 days after start date. Product 2 - Document containing the analysis of the impact, in monetary terms, of the measures proposed by the Executive and Legislative Powers at the federal level, aimed at expanding the resources that finance the SUS. To be submitted 270 days after start. Product 3. Document containing the consolidation of previous studies focusing on the results and problems of the implemented measures and analysis of the feasibility of implementing, in the current context and in the short term, some measures identified previously. To be submitted 420 days after start.
