Job Description

Job Overview: The M&E Quality Assurance Officer supervises QA Specialists, runs weekly reports to share with team, writes donor reports, addresses/escalates QA issues as they arise in accordance with IRC and donor policy. The position will report to the Project Director.

Major Responsibilities:

Responsibilities include, but are not limited to:

Monitoring, Data, & Reporting

· In collaboration with the Project Director, develop M&E plan including:

· Design and develop data collection tools to monitor achievement of outputs, outcomes, and objectives in consultation with key project staff and subject matter experts (SMEs) as appropriate

· Establish internal excel database to support efficient, accurate data management, reporting and data analysis

· Lead tracking of all project outputs, outcomes, and objectives against targets.

· Monitor data quality and follow-up on issues identified

· Provide regular and timely reports for all team members on program metrics, spot checks of intake notes and financial transactions

· Facilitate biweekly data analysis and action planning to ensure project is on track

· Lead monthly and semi-annual report development in collaboration with QA staff

· As needed, maintain project database to support efficient, accurate data management, reporting, and data analysis

· Alert Project Director to any necessary changes to M&E plan or tools in a timely manner

· Manage annual evaluation in coordination with key project staff and SMEs

· Lead analysis and interpretation of needs assessment and evaluation results

Quality Assurance

· In collaboration with Project Director, develop risk mitigation plan for project

· Develop quality assurance standard operating procedure for team to review all project files to ensure compliance with donor and IRC policies

· Maintain QA records and tracking system, including corrective actions

· Update the ASIP leadership team on QA trends, issues weekly

People Management

· Oversee the recruitment, hiring and training of Monitoring & Evaluation Quality Assurance (M&EQA) staff and ensure that they are managed in accordance with IRC’s People Manager Standards

· Oversee daily M&EQA, providing guidance, leadership and direct support

· Support team to problem solve issues, and move forward corrective action with wider team

· Ensure that work is completed in a timely manner, and actively manage the caseloads of direct reports.

· Evaluate and report staff performance.

· Provide career development and learning opportunities to intake staff to build the service delivery leadership strengths of all within the department.

· Other tasks as assigned.

Job Requirements:

Education: Bachelor’s degree in related field of study preferred.

Work Experience:

· Minimum of 4 years of monitoring and evaluation (M&E) work

· Demonstrated commitment to data-driven programming

· Demonstrated experience developing logframes; developing and/or implementing M&E systems; developing surveys and other data collection tools; analyzing and visualizing data; and reporting.

· Demonstrated experience using Microsoft Excel.

· Demonstrated experience in utilizing webinar/virtual meeting platforms such as Zoom and/or Microsoft Teams.

Demonstrated Skills & Competencies:

· Demonstrated success working and communicating effectively in a multi-cultural environment.

· Self-starter with excellent problem-solving skills combined with the proven ability to multi-task, prioritize duties, and manage time effectively.

· Attention to detail and accuracy in work product.

· Analytical, problem-solving, and decision-making skills

· Fluent in English, both spoken and written

· Proficient in Microsoft Office applications (Word, Excel, Outlook); ability to use the internet and other digital tools for data entry, research and problem-solving purposes.

Working Environment:

· Can be remote

· May require travel
